Weatherization Assistance Program

The Weatherization Assistance Program is funded by the Federal Department of Energy (DOE) and the Low-Income Home Energy Assistance Program (LIHEAP) and is administered by the Michigan Department of Health & Human Services (MDHHS). The program provides energy conservation and related health & safety services for eligible low-income households at no cost to the resident. MDHHS contracts with local weatherization operators at Community Action Agencies across the state. Each agency provides services to a designated area, ensuring that all counties in Michigan can benefit from this energy-saving program.

Community Action Agencies determine applicant eligibility, perform the necessary inspections, and ensure that each home receives the appropriate energy efficiency upgrades. Many agencies work with mechanical and insulation contractors to complete the upgrades on homes in their service area.

The Weatherization Assistance Program can only make improvements to a home that would make it more energy efficient. It is not designed as a repair or rehab program. The services offered to a household are based on a whole home energy audit of that specific building. No one service is guaranteed in Weatherization, but examples of some of the services are:

  • Home Energy Audit
  • Weather-stripping, caulking, general air sealing
  • Attic, foundation, wall, or sill box insulation
  • Programmable thermostat installation
  • Furnace or water heater tune-up or replacement
  • Refrigerator replacement
  • Lightbulb replacement

While individual household results may vary, studies show an average of 15% to 40% reduction of fuel usage after receiving weatherization upgrades. Former clients report smaller energy bills, greater comfort, and less worry about an unsafe home. Since 1976, the Weatherization Assistance Program has improved the lives of more than 7 million families nationwide. Strong support from the Federal Government ensures that funding will be available year to year. In addition to creating more energy-efficient homes, weatherization investments make homes more resilient to climate change, help create good-paying jobs, reduce energy costs, and support cleaner air and public health.
