CCF's goal targets community-serving organizations in need of increasing capacity towards climate resilience. Priority will be given to applications that clearly articulate how the proposed project will increase support for historically underserved communities, as defined by the Community Navigator Program, with efforts that align with Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) provisions. Furthermore, priority will be given to those applications that clearly define plans to establish longer-term relationships and pathways with the USDA Forest Service for future work. Aspen Institute Community Strategies Group’s important new report, "Funding Rural Futures," asks what it will take for government and philanthropy to do better in supporting rural communities and Native Nations. "I think it’s both trust and a greater understanding of the dynamic terrain the grantee partners are working in," says Hive Fund co-director Melanie Allen, one of 40 practitioners interviewed for the project. Transfer of Development Rights (TDR) programs can be an important tool for state and local governments as part of a broader climate adaptation strategy. Today’s budget announcement confirmed deep cuts to critical climate resilience programs, including funding for coastal resilience and sea level rise protections. There is still a way to make progress on equitable climate resilience if the legislature and governor agree to pass a #ClimateBondNow. Climate change won’t wait for better budget years, so we can’t afford to delay funding for wildfire, drought, heat, and flooding protections. We need Governor Gavin Newsom, Senator Mike McGuire, and Robert Rivas to lead on climate and put a climate bond on the November ballot.

Although funding for resilience projects is available, rural communities across the U.S. lack the capacity (resources, staffing, and expertise) to access and report on these grants. This interactive map, developed by Headwaters Economics, can help federal and state agencies identify the communities that most need support.
