Today’s budget announcement confirmed deep cuts to critical climate resilience programs, including funding for coastal resilience and sea level rise protections. There is still a way to make progress on equitable climate resilience if the legislature and governor agree to pass a #ClimateBondNow. Climate change won’t wait for better budget years, so we can’t afford to delay funding for wildfire, drought, heat, and flooding protections. We need Governor Gavin Newsom, Senator Mike McGuire, and Robert Rivas to lead on climate and put a climate bond on the November ballot.

I’ve long felt that risk-adverse insurers and investors (not politicians or activists) will be the ones to force action to address climate change. The effects of climate change are not just limited to more people in harm’s way of extreme events, the follow on is an increasing inability to recover from them by taking away the means to do so. Such moves reduce resilience to climate change and will shift the burden of recovery onto taxpayers.

Although currently centered on Alaska, the Pacific coast and states west of the Rocky Mountains, 6% of US counties could have material GDP exposure to pluvial flooding, or flooding caused by rainfall, by the 2050s — a number that rises to 60% of counties by the 2090s, with striking intensification in the South, Midwest and Northeast over this period. Quantifying the severity and type of climate physical risks a locality faces can help indicate whether its climate adaptation plans are commensurate with what hazards the area may face, and if enough funding is in place to help the area prepare. A recent assessment by Milwaukee County identifies three primary climate hazards in our community: heat waves, flooding, and poor air quality. These hazards will only increase with climate change - in fact, average temps. in the county could approach those of (present-day) Saint Louis by 2100 under a high-emissions scenario. This week's nor'wester demonstrated just how vulnerable our coastal communities and infrastructure are to severe weather events. Climate change increases the risks to our coastal communities and businesses. More coastal erosion and flooding, rising sea levels and more severe storms all threaten our coastal settlements and infrastructure.
