Rafael Arroyo-Montalvo was born in Santurce, Puerto Rico. He earned a high school diploma from Rancho High School. His career experience includes working as a business owner.[1]

Rafael has lived the American Dream. Now, he’ll help all Nevadans achieve it too.

PUERTO RICO BORN, LAS VEGAS RAISED Rafael and his family moved from Puerto Rico to Las Vegas when he was six years old. He later graduated from Rancho High School. Vegas is Rafael’s home. He’s dedicated to us, our city, and our state.

HARDWORKING ENTREPRENEURIAL SPIRIT In 2008, at just twenty-three years old, Rafael launched his own business, Smog Plus. Thanks to Rafael’s grit and determination, his company has expanded to ten locations and is a leader in emissions testing and third-party DMV registration services.

  • Improve students’ education by protecting parents’ voices, supporting teachers, and promoting school choice.
  • Promote strong, diverse economic development –including in the gaming and tourism industries – to bring good-paying jobs to our district.
  • Cut regulations on businesses so it’s easier to run a company, employ people, and drive our economy forward.

I am extremely passionate about education. My mother was a school teacher in Clark County for over 24 years at inner city schools. I understand the issue very intimately. It is a complex problem to solve to increase our education metrics for our state, but we can start by passing legislation to increase school choice through the opportunity scholarship program already in place in Nevada. We also have to look at the education system as an essential part of our infrastructure. If successful companies want to make Nevada their home, we need to make sure our education system meets the performance expectations of those companies' workers so making the move to Nevada will be the most attractive option for them.

The legacy I would like to leave that I'm remembered as person who always did his best to do the right thing and stood up for the people that weren't able to.

I am a huge believer in financial transparency and government accountability. It is the job of our elected officials to make sure that tax payer dollars are being spent in an efficient manner. If they are not then the people responsible for the failures should be held accountable. In business, if a project goes over budget and over the due date, the person/people responsible face consequences. It should be the same for government.
