UNIVERSITY ADVISORY BOARD

The aim of the University Advisory Board (UAB) is to provide advice and support to the Chief Executive of the GRA in its role as the Gibraltar University Regulatory Commission or the Gibraltar Authority for Standards in Higher Education.

Terms of reference for the UAB were drafted and requires the UAB, amongst other things, to advise the GRA on the design and operation of the regulatory framework and the Memorandum of Regulation, review the effectiveness of the Memorandum of Regulation, review the GRA’s annual risk assessment of the University and monitor the autonomy and academic freedom of the University.

The UAB will comprise independent members with expertise in governance, regulation and higher education.

 

List of UAB Members

Paul Greaves, BSc Econ, MA, MBA, is an independent management consultant who specialises in the governance and regulation of universities. He is a senior Associate of Advance HE. As a consultant Paul has worked throughout the UK and in many other countries advising universities on corporate and academic governance, internal control and accountability, and assisting regulatory bodies as they develop their systems of oversight.

Paul Greaves took early retirement in 2013 from the Higher Education Funding Council for England where he was Head of Assurance/Chief Auditor.

Ruth Farwell, a mathematician by background with a BSc (Hons) and a PhD, was Vice Chancellor at Buckinghamshire New University from January 2006 to January 2015. In August 1998, she joined London South Bank University and was Pro Vice-Chancellor with a portfolio including academic quality and the student experience. She now acts as an education consultant including providing advice on academic governance.

Ruth was Chair of the representative body GuildHE for two terms of office until November 2013, and continued as a member of its Executive until she retired. During 2009 – 2015 she served as a member of the Board of the Higher Education Funding Council for England (HEFCE), and also chaired HEFCE’s Teaching, Quality and Student Experience Committee. Other previous posts in public life have included service as a further education college governor and chair, as a secondary school governor and chair, and as a member of the board of the Buckinghamshire Thames Valley LEP and of Buckinghamshire Business First. Currently she is a governor at Southampton Solent University and Deputy Chair of the Board of Governors at Pearson College London.

Ruth was appointed Commander of the Order of the British Empire (CBE) in the 2015 New Year Honours for services to higher education and appointed a Deputy Lieutenant of Buckinghamshire in 2015. She was High Sheriff of Buckinghamshire in 2018-19

Maurice Hook is the Director of Legal and Regulation of the Gibraltar Regulatory Authority (GRA). He has held this post since October 2021 and provides direct support to the GRA’s CEO.

Maurice has been with the GRA since 2003, during which time he was called to the Bar of England and Wales, and studied and graduated in two Masters of Law degrees.  During his first years at the GRA he was responsible for establishing the Information Rights Division, before being promoted to Legal Counsel. 

As Director, his main responsibilities at the GRA include the oversight of the legal and regulatory divisions, which in turn regulate various sectors in Gibraltar including the electronic communications sector, as well as broadcasting, postal services, competition, cyber security compliance and higher education.

Michael Rugeroni graduated with a BA (Hons) in Economics from Exeter University and then went on to join Coopers and Lybrand (now PricewaterhouseCoopers) in Gibraltar as an auditor where he went on to obtain his Chartered Certified Accountant qualification and became a manager. This was followed by a move to Capita Financial Administrators in Gibraltar as the finance director where he spent a number of years.

In early 2010, together with two colleagues, he set up a local audit and accountancy firm and took over a local company manager where he now works as director and shareholder. Currently also forms part of the committee of a number of local associations.
