A Setup tool is a type of ability which prepares an agent to be able to cast some of their other abilities.

Some abilities require setup before they can be cast at certain points during a round. Setup can occur either through another ability or through a specific action that fulfills a condition for the setup to be put in place.

Place Stars in Astral Form with FIRE. Stars can be reactivated later, transforming them into a 
Nova Pulse,
