We stayed in 3rd (top) floor, in room 39. There was a partial sea view, better than nothing I guess. Windows could use a good scrub from outside though. Better sea views would be in a few room numbers down from 39 if anyone's interested :) Although I started to think that the noisiest rooms might be those seaside rooms because of the traffic on Ha-Yarkon Street.
Overall very pleasant experience. Firm bed with comfortable linen and everything was pretty much clean, except the shower door hinge area. There was some cooking ware in the kitchenette, but we didn't need them. Complimentary instant coffee and tea also. AC was working very well. There was a freezer box inside the fridge, that was nice. Lots of storage. Plenty of towels available plus mini toiletries. And there was a hair dryer in our bathroom which I didn't expect! Late checkout for extra shekels.
Of course, the most important aspect was the location. One building away from the beach promenade and short distance from Dizengoff Street (bars, shops) and Carmel market etc.
Remember to pack ear plugs! I forgot and had a hard time sleeping because of traffic noise and constant honking. Drivers do love their horns there.
Tip: Good food joints couple of minutes away. In the corner of Dizengoff and Frishman there is Yashka Shwarma and right at the opposite side of the street Frisman Falafel. Yum!
