🌍🌿 Exciting Collaboration on REDD+ Submission! 🌿🌎 In the framework of the "11th REDD+ Technical Assessment of Proposed Forest Levels" under the United Nations Framework Convention on Climate Change (UNFCCC), Oswaldo Carrillo from the SilvaCarbon LACC team collaborated as a national expert with five technical staff members from Belize's Ministry of Sustainable Development, Climate Change, and Disaster Risk Management. In the context of this activity, valuable feedback was provided for Belize's Forest Reference Level (FRL) submission to the UNFCCC in 2024. Today’s budget announcement confirmed deep cuts to critical climate resilience programs, including funding for coastal resilience and sea level rise protections. There is still a way to make progress on equitable climate resilience if the legislature and governor agree to pass a #ClimateBondNow. Climate change won’t wait for better budget years, so we can’t afford to delay funding for wildfire, drought, heat, and flooding protections. We need Governor Gavin Newsom, Senator Mike McGuire, and Robert Rivas to lead on climate and put a climate bond on the November ballot.

Despite efforts to avert and minimize climate-induced #lossanddamage, progress has been too slow, under-financed, and ineffective. As a result, we are now facing significant losses and damages estimated to cost $38 trillion annually by 2050. This economic devastation is compounded by countless non-economic, psychological, and cultural losses and damages. As the world convened at #SB60 in Bonn, the most important dialogue before COP29, key issues like Loss and Damage as well as intersecting policy instruments such #climatefinance targets were on the agenda. It is critical to expedite actions and secure the necessary financing to address the escalating losses and damages. These actions must be guided by the wisdom and principles derived from years of practice, research, and learning. The STRENGTH team is pleased to share a Policy Perspective that outlines six principles for operationalizing the Loss and Damage fund from a #climatejustice lens. These principles emerged from our policy-engaged and participatory research in Bangladesh, Nepal, Senegal, and Vanuatu, listening to community voices and stakeholder opinions as part of our research and capacity-building efforts:    ✅ Principle 1: Equity in fund distribution  ✅ Principle 2: Governed by the voice of the vulnerable  ✅ Principle 3: Simplified funding access procedures  ✅ Principle 4: Flexible, agile and adaptive fund flow  ✅ Principle 5: Transparent and accountable in Fund utilization  ✅ Principle 6: Ensure additionality of funding These six principles can guide the design of a #transformative L&D Fund - one that supports the frontline communities facing the escalating and evolving impacts of the #climatecrisis. Introducing the #EMIGRA Conservation & Cultural Research Fellows! Building on over 15 years of research, the Especies Migratorias y Gobernanza de sus Ambientes (“Equitable Governance of Migratory Species and their Habitats” or EMIGRA) project has entered a phase of research that seeks to better understand the social, environmental and governance interactions related to migratory species in North America. To support this effort, the team has selected 12 fellows to conduct research related to migratory species in ten unique regions across North America. The researchers hope to learn about the various ways local, rural and Indigenous communities may interact with, perceive or value migratory species and the land they all depend on, and the extent to which they have been included in past conservation efforts. Transfer of Development Rights (TDR) programs can be an important tool for state and local governments as part of a broader climate adaptation strategy. Naomi Jennings ’24 provides a practical background analysis for a state agency or local government interested in using TDR programs. Today is International Day for Biodiversity. 🌍 🌱 “Be part of the Plan”, the theme of IDB 2024, is a call to action for all stakeholders to halt and reverse biodiversity loss by supporting the implementation of the Kunming-Montreal Global Biodiversity Framework, also referred to as the Biodiversity Plan. UN Biodiversity Governments, indigenous peoples, local communities, non-governmental organisations, lawmakers, businesses, and individuals are encouraged to highlight how they support implementing the Biodiversity Plan. 👏🏻 As part of the mandatory Biodiversity Net Gain (BNG) requirements, it is essential to maintain on-site and off-site gains for at least 30 years. A legal agreement must be made that includes detailed information on how the habitats will be managed, maintained, and monitored and who will be responsible for them. This agreement is called the Habitat Management and Monitoring Plan (HMMP) and should be written and compiled by a competent professional ecologist. Can natural infrastructure address water risks? In the last 15 years, #Peru has increased investments in nature-based solutions from zero to over $50 million through innovative financing mechanisms for restoring and conserving ecosystem services. Through technical and financial assistance, capacity building, tool development, and strategic support to key institutions, the Natural Infrastructure for Water Security Project, co-funded by USAID and the Government of Canada, has developed 80 projects to address water and climate risks through nature-based solutions. Civil Society leaders from across Latin America issue an urgent Call to Action for financing water and sanitation ahead of the Finance Ministers’ Meeting tomorrow in Washington, D.C., on the sidelines of World Bank Spring Meetings!  The meeting presents a unique opportunity to catalyze much-needed investment plans for the sector, thereby accelerating the attainment of human rights to water and sanitation- a key ask from Civil Society. To address the myriad water, sanitation, and hygiene inequalities experienced across the region, Sanitation and Water for All - a UNICEF-hosted global partnership Civil Society constituency recommends Finance Ministers:  1️⃣ Provide financing for the most marginalized through a pre-determined percentage of GDP for water, sanitation, and hygiene, and investing in community-based services 2️⃣ Mobilise more funding by improving sector efficiencies. We believe outcomes-based contracting is particularly suited to fragile contexts, and may address a number of weaknesses inherent in typical fee-for-service models. Given services are not imposed 'top down', outcomes contracts allow for more flexible, innovative, and locally responsive programs. Additionally, outcomes contracts may be more attractive for governments and donors, and may reduce opportunities for corruption. Our analysis estimates that the current 2023-2024 #drought in #Mexico has affected more people for a longer period of time than either of the 2011-2012 or 2020-2021 droughts; each of which were previously described as droughts of record. The big difference has been #temperature. High temperatures increase water loss through evaporation and evapotranspiration, while at the same time increasing demand for water for household and industrial use. Average annual temperature has been continuously warmer than expected since 2016 and has been exceptionally hot from 2020 through 2021 and 2023 through the present.
