Great perspectives from Hisham Mundol, our Chief Advisor, India. #India is the most populous country in the world and is poised to become a $5 trillion economy — the world’s third largest — in the next three years. Today, India’s per capita greenhouse gas emissions are about one tenth of those from the United States, and India represents just 3.4% of historic global emissions. Ambitious growth is of paramount importance for India, but the nation is also acutely aware that its emissions cannot grow proportionately with its economy. Therefore, India has a bold vision to become the first major economy to industrialize without carbonizing. This will require a concerted effort from the public and private sector. As a global nonprofit, Environmental Defense Fund aims to help catalyze this action — working as an authentic and distinctive partner to India by sharing our scientific and economic expertise and by amplifying our partners’ capabilities on the ground. The OECD 2024 report `Climate Finance Provided and Mobilised by Developed Countries in 2013-2022’ has created both, jubilation as well as frustration, among different segments of the climate community. So, going beyond the headline “Developed countries exceeded the USD 100 billion annual goal for the first time in 2022” three years before the 2025 deadline; let us delve in to the key messages from this report: (1) In 2022 developed countries’ public climate finance provided bilaterally and through multilateral channels mainly took the form of loans (69% or USD 63.6 billion) and, to a lesser extent, grants (28% or USD 25.6 billion); (2) Over the period 2016-2022, close to 90% of financing provided by MDBs took the form of loans; (3) The mix was comparatively more balanced for multilateral climate funds with 39% loans and 54% grants; (4) Financing provided by the bilaterals was 57% loans and 39% grants; (5) The relative shares of mitigation and adaptation in the aforementioned climate finance mobilization were 60% and 28% respectively in 2022; (6) Over 2016-2022, while 38% of public finance for the adaptation was provided through grants, only 15% was grant-funded for mitigation; and (7) Between 2016 and 2022, the energy and transport sectors accounted for 62% of the total mitigation finance provided and mobilized.. It may be safe to conclude, therefore, that the bulk of public climate finance, through multilateral and bilateral channels (such as the World Bank and ADB etc.) has come in the form of loans with grants forming a miniscule share. The multilateral climate funds e.g. GCF, GEF, Adaptation Fund, and IFAD etc.) fared better in terms of grant-based financing. How does it square off with the first Global Stock Take at COP28, Dubai, which noted that “new and additional grant-based, highly concessional finance, and non-debt instruments remains critical to supporting developing countries, particularly as they transition in a just and equitable manner…”?   The vast difference in quantum of financing between mitigation and adaptation is indicative of preference being accorded to `commercially viable’ mitigation projects (e.g., energy and transport sectors) as opposed to adaptation and climate resilience where benefits are largely intangible, that too accruing over long gestation periods. Moreover, with loans outstripping grants by a wide margin and the additionality of `pure' climate finance being in a doubtful zone, it speaks volumes about the quality of said climate finance.    #climatefinance #climateaction #mitigation #adaptation #climateresilience #justtransition #developingeconomies

CDP's 2023 Climate Transition Plan Disclosure is out! Here are the key takeaways: - Climate transition plan indicators are converging across major frameworks like CDP, International Sustainability Standards Board (ISSB)'s IFRS S2 (TCFD), EU's ESRS, U.S. Securities and Exchange Commission Climate rules, UK's TPT, GRI, and Glasgow Financial Alliance for Net Zero (GFANZ). - Sectors that inherently focus on long-term strategic planning and sustainable returns, such as power generation (32%), financial services (30%), and infrastructure (24%), are leading in climate transition disclosures. - Climate transition plans appear to be a higher priority for companies that are publicly listed. Europe's FTSEurofirst 300 (77%) and Korea's KOSPI 200 (74%) are top-performing climate transition disclosure indexes. - The companies that disclosed to CDP that they would develop a climate transition plan in 2021, only 44% established a plan by 2023, with just 25 disclosing plans credibly. We are in the most critical decade of environmental action. Companies are grappling on how to take meaningful climate action and be Paris aligned. An editorial in the Washington Post suggested formation of Climate Club with the reasoning “Unless China, India and other large developing economies pare their emissions more aggressively, the just and the unjust will broil together. Fortunately, there is a stick available to encourage ambitions to decarbonize: a tariff based on the carbon embedded in the imports.” This concept of Climate Club was mooted by the American economist William Nordhaus in run up to COP15: “Free-riding occurs when a party receives the benefits of a public good without contributing to the costs. A key part of the club mechanism is that nonparticipants are penalized.” That India has taken exemplary strides in energy transition seems to have been lost to many. This is how well-recognized principles of CBDR and equity are being systematically given a go by. That the equity matters in climate actions was highlighted by Prof. Justin S. Mankin, in the context of climate change-induced extreme heat, by telling, “From culpability to impacts, global warming mirrors inequity – rich nations caused it but from 1992-2013, poor nations lost 8% of their GDP to extreme heat.” A modelling exercise `Globally unequal effect of extreme heat on economic growth’ by Christopher W. Callahan of Stanford University and Mankin infers that “However, the inequality of climate change extends to its causes, not just its effects. Rich countries that experience limited damages are also large emitters of fossil fuel carbon dioxide (CO2), making them primarily responsible for increases in global temperatures and associated heat extremes ….high-emitting nations can be considered directly responsible for a large fraction of warming-induced heat extremes and, by extension, the income losses suffered by individual regions extreme temperatures." So, actually which countries are the `free-riders’, really?   This is how climate colonialism works. Unabashedly unconcerned about their moral turpitude, what is being advocated instead is penalizing those very vulnerable countries that are left to face the consequences of the profligate history of development of the developed economies. EU’s CBAM is one such stick. UK too would be introducing its CBAM by 2027. Had the situation not been so tragic, we might have laughed at their assertion of leveling the playing field for its industry; considering that for us, the entire field had been dug up beyond repairs. Despite their technological and financial might, developed nations have yet to fulfil their climate finance commitment. Any technology transfer gets subsumed in the realms of commerce and private sector. Phase out fossil fuels? Well, while coal is dirty, oil and gas are kosher. Rule-based approach, thus, becomes so convenient for those who set the rules of the game. And climate justice remains a good topic for academic discussions. #climatejustice #equity #climateresponsibility

The Science Based Targets initiative (SBTi) has unveiled a raft of revisions and resources designed to help financial institutions set ambitious near-term emissions reduction targets. The changes to #SBTi criteria are set to come into force on 30 November 2024. Under the new criteria, financial firms with validated targets must align their operational and power emissions from a pathway aligned with "well-below" 2C of warming to one aligned with 1.5C of warming. They must also meet #Scope1 and #Scope2 emissions reduction targets in a five-to-10-year timeframe, down from the five-to-15-year window they were afforded previously, according to the SBTi. #Sustainability #ESG #NetZero #Climatetargets
