    How is the EU performing in enabling citizens' access to eHealth data?   Last week, with the Digital Decade Report, we discovered how digital is the EU and the progress towards a successful Digital Decade by 2030. But what about the eHealth data in Europe?   The Digital Decade target for eHealth is that 100% of EU citizens can access their electronic health records online by 2030. In 2024, the EU scored 79% in the Digital Decade target of all EU citizens with electronic health records online access.   This is what the eHealth indicator report investigates:   🔵 More categories of healthcare providers are connected to the access services, but private healthcare providers are less connected than public ones. 🔵 A diverse selection of health data is available to citizens, but certain data types such as medical images and medical devices have limited availability in the EU-27. 🔵 Digital platforms to access electronic health records are widely available, but not all online access services enable the highest standards of authentication using eIDs. 🔵 Adherence to web accessibility requirements improved substantially in the past year, but opportunities remain to improve access opportunities under existing legal provisions.   What can you expect when accessing your health data online in 2024 as an EU citizen?   🔵 The most mature data types include data about Identification (94%), Personal information (85%), and ePrescription (81%). The least mature data type is medical images (26%). 🔵 Online portals are the most prevalent access mode to health data, and 13 Member States offer both online portals and native mobile applications. 🔵 17 EU countries enable citizens to authenticate themselves using eIDs (pre-)notified eIDs under the eIDAS Regulation.     📢 New calls to strengthen Europe’s semiconductor industry! Today the Chips Joint Undertaking has announced the opening of calls to support chips R&I initiatives in photonics, competence centres, and a semiconductor cloud-based design platform. Worth €325 million, this round of calls will further support Europe’s microchips industry by establishing a pilot line for photonic integrated circuits (PICs), a step forward for the next generation of high-performance computers, high-speed communications, and data centres. The funding will also support the creation, roll-out and networking of 'chips competence centres’ in participating states. These competence centres will provide access to technical expertise and experimentation in semiconductors, helping companies, SMEs in particular, to improve design capabilities and develop their skills. Ultimately, the new chips calls will fund a project to create a cloud-based online design platform that will allow users, particularly academia, start-ups and SMEs, to design and develop their new chips, and to help bring their designs to market.     How digital is Europe?    The second State of the 🇪🇺 Digital Decade report is out! Although there is progress in all EU Member States, we need to step up efforts to achieve the targets of the Digital Decade. Some facts:    🔹The EU is far from achieving the connectivity targets set by the Digital Decade Policy Programme. Today, fibre networks only reach 64% of households and high-quality 5G networks cover 50% of the EU’s territory, with a performance still insufficient to deliver advanced 5G services.    🔹Regarding the digital transformation of businesses: in 2023, the adoption of AI, cloud and/or big data by EU companies was below the Digital Decade target of 75%. Under current trends, only 64% of businesses will use cloud, 50% big data and only 17% AI by 2030.    🔹At present, the Digital Skills targets set by the Digital Decade are still far from being achieved. Although more than half  (55.6%) of the EU population has at least basic digital skills, this is still far from the target of 80%. And, under current conditions, in 2030 the number of ICT specialists in employment in the EU will be around 12M, (Digital Decade target is set up at 20M by 2030).    🔹Member States have continued to progress on the digitalisation of public services, and health records are now available everywhere in the EU. Moreover, the majority of the EU population has access to a secure electronic identification (eID).    Achieving the Digital Decade general objectives, including upholding the European Declaration on Digital Rights and Principles, is essential for shaping a digital transformation that preserves our democratic systems.    In the past years, the EU has positioned itself as lead global regulator in digital policies, with legislation such as the AI Act, the Digital Services Act (DSA), and the European Media Freedom Act, aimed at fostering a fair digital environment, where our fundamental values are respected.    For the first time, the report is accompanied by an analysis of the national Digital Decade strategic roadmaps presented by EU Countries, detailing the measures, actions and funding they plan to commit to contribute to the EU’s digital transformation.     🔗 Check out the report here: https://europa.eu/!bYR3kh  🔗 Press Release: https://europa.eu/!XmpNNK 🔗 Country Reports: https://europa.eu/!fdNgXh    #DigitalEU #DigitalDecade #EUDigitalIdentity #DigitalSkills #AI

    🔔 New updates under the Digital Markets Act 🔔 Today, we sent preliminary findings under the DMA to Meta on the case opened in March 2024. In our preliminary findings, we found that Meta’s “pay or consent” advertising model fails to comply with the DMA. This binary choice forces users to consent to the combination of their personal data and fails to provide them a less personalised but equivalent version of Meta’s social networks. To ensure compliance with the DMA, users who do not consent should still get access to an equivalent service which uses less of their personal data, in this case for the personalisation of advertising.
