    Mr. Morlan is serving as the Engineer of Record and Project Manager for the design and plans preparation for a 4.5 mile urban bikeway project in Central Tampa. The project includes developing an on-street bike boulevard within a commercial/residential land uses and developing traffic calming elements in addition to pedestrian and bike safety improvements.     Mr. Morlan is serving as the Engineer of Record and Project Manager for the design and plans preparation for a 4.5 mile urban bikeway project in Central Tampa. The project includes developing an on-street bike boulevard within a commercial/residential land uses and developing traffic calming elements in addition to pedestrian and bike safety improvements. Project includes 12 intersection improvements, use of bulbouts, mid-block crosswalks, RRFBs and a new mastarm traffic signal. Project involves significant coordination with the City of Tampa, FDOT, Hillsborough County and 4 large neighborhoods.

Responsibilities include all client relations, roadway and drainage design, public involvement, permitting, traffic control plans, stormwater design and pond siting.     Mr. Morlan served as the Project Manager and Engineer of Record for the final design and permitting of this 4.0 mile long four-lane divided urban arterial roadway. Responsibilities include all client relations, roadway and drainage design, public involvement, permitting, traffic control plans, stormwater design and pond siting. The project construction plans were divided into 3 phases and included the design/permitting of 6 stormwater ponds, 3 floodplain compensation areas, 2 wetland mitigation areas, 6 mastarm traffic signalized intersections, 2 off-ramp intersections w/Suncoast Parkway. Project also included new George Steinbrenner High School inter¬section, coordination/design of connection to the Suncoast Trail and provisions for the trail extension.

Mr. Morlan also served as the Project Engineer responsible for the development of the roadway (milling/resurfacing and widening) and drainage plans, utility coordination, maintenance-of-traffic plan development. The project included rural ditch conveyance design, dry-retention stormwater pond in closed-drainage basin and major cross-drain culvert design. Additionally, Mr. Morlan prepared ERP and FDOT permit applications and resolved review comments. These improvements included road widening that allowed for the addition of turn lanes on all intersection legs.

    Mr. Morlan served as the Project Manager and Engineer of Record for the preparation of a Preliminary Engineering Report for this 2.0 mile transportation improvement project. Project included 3 typical section alternatives (2-lane enhanced 3R urban, 3-lane urban and 4-lane divided urban roadways), stormwater pond siting alternative report, traffic analysis, 6 traffic signals, bridge replacement project and wetland mitigation/floodplain compensation.
