This guidance strikes the appropriate balance of preserving the integrity and trust that serve as the foundation for health information exchange while maintaining patient access to care by limiting the use of this information to clinicians, defined as those who are involved and responsible for direct patient care, including physicians, pharmacists and other care providers as directed by individual states.
