About us

Headquartered at Aberdeen Proving Ground, Maryland, the Program Executive Office for Command, Control and Communications-Tactical (PEO C3T) is responsible for delivering a unified network that addresses the most critical operational needs and supports the Army of 2030. Critical to supporting the Army of 2030 and pivoting to the Army of 2040 is a less complex network that can support large-scale combat operations by enabling formation mobility, providing assured voice communications, a data-enabled common operating picture and digital fires and resist cyber and electronic warfare attacks. To advance this capability for the Army of 2030, PEO C3T is fielding modernized network communications gear; mission command and cyber understanding applications; network management tools; integrated command posts; network initialization capability and communications security technology to brigades and division enablers. In 2023 alone, more than 400 Army, Army Reserve and Army National Guard formations will be fielded with modernized network and mission command application technology. At the same time, we are planning to deliver additional technology improvements in FY25, including delivery of mobile command posts; more resilient network connectivity; unified network operations tools; mission command visualization; and data management tools across the division formation. As we design the network to enable the Army of 2030, rigorous acquisition practices, industry and S&T alignment, and engineering framework underpinning design and delivery will remain in place. There will still be frequent opportunities for industry to integrate advanced capabilities into the Army network design process. We will continue to leverage persistent experimentation and Soldier feedback, including from ongoing operations, exercises, and units fielded with modernized capabilities, to inform the network of 2030 design.

    “These upgrades empower the warfighters with reliable, secure and efficient communication,” said Marilyn Mitchell, the GENM-O assistant project manager, in a new article published by Signal. The article highlighted work completed by PEO C3T’s Global Enterprise Network Modernization-OCONUS (GENM-O) product office to update the network at U.S. Army Central’s headquarters and improve readiness, standardization, interoperability, and cybersecurity. “We are basically building the transport layer for all of the terrestrial communications, the campus area network inside of the military installation, and then, in some cases, interconnections between installations,” said Scott Ervin, the GENM-O Southwest Asia theater director. “That’s a vital component in achieving multidomain operations.” As detailed in the article, the work is also laying the foundation for GENMO’s next big movement to employ Commercial Solutions for Classified, helping Soldiers access classified information over commercial networks.     Project Manager Tactical Network (PM TN) celebrated the Change of Charter for Product Manager Network Modernization (PdM NetMod), at Aberdeen Proving Ground, Maryland, yesterday. Outgoing PdM for NetMod, Mr. Robert Tisch, passed the charter to incoming LTC Clarke Brown. COL McMillan, PM TN, hosted the ceremony and welcomed LTC Brown to the team, while thanking Mr. Tisch for his numerous contributions to the modernization of the Army’s network in support of Large Scale Combat Operations. “Rob, you set exceptionally high standards of excellence; you’ve made significant strides in modernization and have delivered reliable, resilient, and effective communications capability to our Soldiers even in the most challenging environments. Thank you for your steadfast leadership, unwavering dedication to duty, friendship, professionalism, selfless service, and for being an outstanding teammate and exceptional mentor for our acquisition workforce.” During the ceremony, Mr. Tisch received the Meritorious Civilian Service Medal for his outstanding contributions. He attributed his many accomplishments as the PdM for NetMod to his team. “Everyone here has had a part in the success of the program and the success of the Army,” he said. “Thank you very much for your professionalism, you dedication and your commitment to the Soldier.     Today’s celebratory Helicopter and Multi-Mission Radios (HAMMR) change of charter could have been mistaken as the real “HAMMR” time, as Mr. Jerry Harper passed his organization’s flag to LTC Candice Hughes during a ceremony at APG, MD. Mr. Dennis Teefy, PM for Tactical Radios, presided, where he presented Harper with the Meritorious Civilian Service Award and praised his accomplishments leading a diverse portfolio that not only integrates and fields radios from the ground to the sky, but is also responsible for successfully developing and fielding the Army’s Integrated Tactical Network (ITN) across the force.     Today’s #WorkforceWednesday showcases Mr. Rod Thompson, assistant product manager (APM) and international partner representative for Product Manager Wideband Enterprise Satellite Systems (WESS) within PEO C3T’s Program Manager Integrated Enterprise Network (PM IEN). As recent PM IEN Employee of the Quarter, Thompson was recognized for his efforts to lead site surveys, inventories, and fieldings at multiple Wideband Control sites in the Australian Theater. Thompson represented the program’s equities in the US-Australia MOU Program Status Review and the Multi-lateral Wideband Global Satellite (WGS) MOU Program Status Review in Luxembourg. He accepted the responsibility for this effort, which required him to be in multiple theaters for almost two months without returning home. Thompson went above and beyond the expectations of an APM, performing activities at the level of a division-wide official. His expertise, knowledge, and dedication to duty represent the finest traditions of service and reflect great credit upon himself, PdM WESS, PM IEN, PEO C3T and the United States Army.     PEO C3T celebrated the Change of Charter for Product Manager Global Enterprise Network Modernization – Americas (PdM GENM-A) during a ceremony yesterday hosted at Fort Belvoir, VA, by COL Justin “Jay” Shell. LTC Xkoshan Arnold passed the PdM GENM-A charter to LTC Reginald Gholston. LTC Arnold, who served as product manager for three years, was presented with the Meritorious Service Medal in recognition of his exceptional work and steadfast leadership at GENM-A. “Lieutenant Colonel Arnold’s strong leadership has transformed this program to deliver the network the Army needs, moving us towards a Unified Network based on zero-trust principles,” said Shell. COL Shell recognized LTC Arnold’s pivotal role in shaping the way PM IEN delivers capability to the Army, calling out his key accomplishments including Foundational Wi-Fi, Comprehensive Modernization, moving the Army closer to digital voice, and the Global Secure Network. “What you [Arnold] have been able to accomplish with your team of exceptional Acquisitioneers is beyond reproach,” said Shell. “All of these accomplishments are incredible in their own right, but collectively, a herculean feat.” LTC Gholston assumes leadership of PdM GENM-A after previously serving as a Department of the Army Systems Coordinator at the Pentagon. LTC Gholston also once served PEO Enterprise Information Systems (PEO EIS) as an Assistant Product Manager for Project Manager Army Enterprise Systems Integration Program (PM AESIP) in 2017. “As Lieutenant Colonel Gholston takes the helm of GENM-A, he has the perfect background to lead us through the difficulties of delivery,” said Shell. “Your contracting background and experience as a DASC in HQDA are exactly what this job demands over the next couple years.
