Never lose sight of the learner and the “reason” learners need this training. i.e. what specifically do they need to be able to do in the workplace that they can’t do now? This gives a stronger focus on what the learning objectives should be as well as how it should be delivered. It also gives you your criteria for assessment - based on actual “performance” rather than meeting a learning objective that may or may not be used very often in the workplace. If someone needs a ‘quick reminder’ on how to do something, they rarely appreciate having to play a convoluted game to get to the answer.
