3 big problems:
1) there are many prostitutes lingering in the area and I suspect that they entertain the bulk of the clientele at this hotel.
2) The hotel shuttle transfer is free to the hotel and can be between $20 - 30 back to the airport, depending on which employee you speak with.
3) Record of payment was 'lost' and we were required to pay twice.
The front desk does not speak English, which is okay (I am at fault here), just be aware. I have traveled to several Central and South American countries and this was the worst english service received in any hotel or hostel. We stayed 2 nights before going to San Blas and had decided to book a third final night for the night of our return from the islands simply because of the low price. We were required to pre-pay for this final night before leaving for the islands. Upon coming back for the final night, no record of our payment was documented and we were required to pay again.
Booking a hotel shuttle back to the hotel is not free and the final cost is variable.... fully dependant on which front desk person you ask. We received quotes of $20 and $30.
For a cheaper accommodation, better amenities and better service, stay at Luna's Castle.

I stayed at this hotel for a week in March 2012. My room was clean and quiet, there was hot water and the air conditioning worked. The rates at the time were $25 for a double bed, $27.50 for a king-size bed, and $30 for two beds. The hotel takes credit cards, has wi-fi, and provides coffee in the lobby. It's about two blocks from the waterfront and two blocks from Porras Park,
and about four blocks from the Machetazo department store on the Via España, so it's a good location. My only complaint is that the windows face each other so there's no view.

Although I stayed in this hotel for only one night, I have some good tips to give. First, I asked for assitence with the transportation from the airport to the hotel. They said that they would be waiting for me at the arranged time, but they weren't. If it happens to you, call the as soon as you get in the airport (look for the kiosk with the touristic information, they call make the phone call for you). After the call they said I should wait since they were late but they would get me there. I wait for over 1 hour, but they didn't showed up. I decided to call again, and they said I should now get a cab and they would give me the way back to the airport for free.
Well, when I got to the hotel it was a nice place, clean, good smell in the air, and the woman in the front desk gave me a queen room for the price a standart in order to compensate the misunderstanding in the aorport.
My room was clean, flat LCD TV, huge bed, hot water in the shower and in the sink. The location is really nice, just one block from an ATM, Cinta Costeira and about 15-20 min walking to Panamá Viejo. Also close to a hospital and public transportation. The single disadvantage is that they have no breakfast in the morning. Although that, you can get it a neighbor hotel for $5.
The single advice here is about the transportaion service. Make alternative plans in case it fail. Plan to leave the hotel to the airport ate least 3 hours in advance your fight time.

Firstly, I would like to mention that I travel a lot and have seen good and bad hotels. However, what I saw in this hotel was very poor and I feel that it is necessary to warn everyone who sees the pictures and thinks, oh well looks nice and cheap. Let me beginn, I traveled last week to Panama with my girlfriend and had seen the hotel in bookings.com and thought wow, perfect when you are on budget! So I booked an "economic room" at the hotel. When we entered the first thing we noticed was the unfriendly reception lady, no "hi" no smile, basically here is what you have to pay and pay in advance! Well as required I payed for the room and we got the keys. Once we entered the room, my girlfriend and I were shocked...the room smelled humid, the ceiling had a huge mold, the left window was broken so there was a cardboard stuck to cover that part, the blankets had stains and the wall had a huge hole for the cables connecting the tv...I was not willing to accept this, not even for that cheap price, blankets with stains is a no go...so I went down and talked to the receptionist and she got mad and told me she doesn't have anymore blankets to change, she however told me for 10 dollars more each night I could get a "king room"....Since I had paid in advance I was basically forced to take that room...there is no doubt in my mind that this is the tactic they use to force upgrades...the "king room" was fine and more like a hotel room...however, I very much encourage families to choose something different, since every night hookers were in front of the hotel trying to stop cars...If you are in Panama, i recommend to spend that extra dollar and look for something that not only gets you a clean room without being forced to upgrade but a friendly service as well

Generally, this is a very good budget option.
It has "smart" location as it's just on the border of the cheap quarter and close to the nice and safe promenade. It's on walking distance to the old city Casco Viejo, but also close to metro and modern city. From the bus main terminal, taxi charged us 8$, but it's less for sure and today, we would take the metro as it's very safe and very comfortable.
Rooms are clean and simple, with good mattress. Have hot water, fast Wifi (each floor has it's router), cable TV and quite AC. Just check that it does not aim directly on the bed - you would freeze. There are rooms with small non-transparent windows to skylight or to street. It's a big difference. I recommend room 411 for 40$ (35$ if staying more nights).
The hotel does cleaning service daily and offers free coffee at the lobby. They also offer pickup from airport and transport to the airport for 25$. Taxi asks for 30$. We had flight at 9am and it took us 30min. But ask about the traffic in advance to calculate the time.
The hotel staff is not friendly, not really willing to help, but OK. One of the weakness and potential to grow.
Comparing to several more expensive options like nearby Hotel Roma or some Casco Viejo options, this place gives you all the comfort feeling for much better price (Roma costs about 70$ and is full of prostitutes and taxi-drivers waiting...). Comparing to cheap hostels in Casco Viejo, here you have privacy and a good sleep and you stay a bit out of it all, but close enough. Comparing to cheap hotels in this area such as Villa del Mar for 25$ (just in front of Hotel Roma), this is much more better. Villa del Mar is ugly dirty prison.

The cibeles was my first stop in Panama and also my last at the End of my round trip. All in one I stayed 8 nights at this hotel in 3 different rooms ( I only planned to stay in Pan-City for three nights in the beginning but the bus tickets to Boccas were sold out and I had to stay another night in a different room)
If you are lucky with your room this is a really nice Place to stay at in Panama City. The first room I stayed at was 305. It was nicer than I had expected and clean and an ok bathroom. Really perfect for the price you pay. The next room I stayed at was the one right across the hall (I think it was 304). This room was pretty much the same but it had a LOT of mold in the bathroom, wouldnt have stayed there longer than one night.
After returning to Panama City I stayed a level lower in 223. This was one of the new rooms and a little more expensive than the first one. The room itself was ok like the others before and had a really nice bathroom. There are two big minus to it though:
1st although it had a window this room had no daylight at all. Like in the first two rooms the window face the one of the room right next to it but was also surounded by some kind of construction area so it was dark no matter what time of the day it was. And belive me that can really be frustraiting after some time.
The second big minus was the noise. I don't know if this were guests or memebers of the hotel but the hallway in front of this room turned into a playground for little kids at night, everyday until 11 o clock.
As for service; You need to speak Spanish, at least a little. I tried Enlish first but couldn't even buy a water bottle. They will not try to make you understand what they are saying or understand you. If you say what you want in Spanish though you will get the service required eventhough a little slow. The staff wasnt really the friendliest (except for the friendly cleaining lady who will also try to communicate with you without Spanish) but it was ok.
A night before leaving we booked and airport shuttle for 25$. Although we had to wait a little we made it on time ( I recommend it since the cab from the airport costs 30$).
The location of the hotel is close to the Childrens hospital so the cab drivers will find it. There are not really any shops around and if you walk north the areas is pretty rundaow. However in the other direction you are on avenide Balboa and the beautiful Prommenade. There is not really anything else in walking distance but since a cab is only 2 bucks thats not a problem.
All in one i do recommend this hotel since its not very expensive and the rooms are clean ,however be careful with the room they place you in, dont go to the mold room (opposite of 305) or any of the new ones on the 2nd floor ( since I guess most of them dont have daylight)

Good: aircon and private bath in hotel for hostel price. Room cleaning daily with towels.
Bad: they didn't pick us up from airport as arranged, even after having the info center calling them to ask why. The staff are Spanish speaking and not helpful about anything that has to do with tourists including knowing where the grocery store is.the set up is poor with respect to management since the WiFi stopped working for a while day, the service desk simply said they couldn't even reboot the router because it was behind a locked foot that only the manager/owner had. Lame excuse.

The hotel is right in the middle of the new town and the old town, so it is easy walking distance to either along the waterfront path - which is safe. The area around the hotel felt pretty safe and we didn't see any prostitutes - perhaps because it was Easter. The price for a private room with AC is about the same as a private room in a dorm without AC, so for us, it was a great deal. The hotel staff only speak Spanish, so are not all that helpful yet they are friendly. There is coffee, refrigerator, and a microwave in the lobby.
The only issue that we had was that there was no one to pick us up at the airport, as requested and if a free service. It turned out the driver was sick, and the hotel compensated us.

Very clean, excellent staff and location. Just two blocks to Balboa Avenue. A block from Hospital Del Nino. The Hotel is under expansion construction. I had an extended stay. I saw lots of local from the interior of the country, staying mainly for medical/hospital visits. About two blocks away there is the Zona Roja. Not an issue on the hotel street. During my extended stay I went to run some days twice a day, no issues at all. But keep in mind it is a low budget hotel.
Once the construction is completed, rates will increase. I heard from an employees that new amenities include elevator, cafeteria and bigger rooms.

The hostel was fine. The staff doesn't speak english which was a problem, but we used distionary. The room was ok, and there was tv. The other guests were mostly couples who came late and left early next day, if they were prostitutes or couples who having affairs I don't know, but the spirit with backpackers wasn't there.
