I am traveling to Riu Jalisco with an 18 month old in April. Wondering if there is access to milk for him? Are there small cartons of milk at the buffet, and can I request to have some in the fridge in my room?

When we travel with our grandchildren, we ask for 1-litre tetra packs of milk as we need them and keep them in our fridge. You should be able to get them at the buffet or maybe in the sports bar where they make coffees in the morning. They also put out milk for cereal in the morning, so you could fill bottles there and keep them in your room.
Resorts are usually very accommodating. The other trick we did last trip because our flights were so late is took powdered milk we bought in the grocery store in Canada and mixed it with water. It surprised me how good it tasted and our granddaughter took it in her bottle on our late night flights no problem.
As a last resort, you could go to the Oxxo store and buy milk there.
Keep in mind, milk in Mexico is ultra pasteurized, which means it doesn’t have to be refrigerated until you open it, so don’t be surprised by that.
