Rwanda: A Shining Example of Progress in Africa ========================================= During my recent and ongoing visit to Rwanda-Kigali for an exchange of experiences, I had the privilege of witnessing firsthand the remarkable transformation that President Paul Kagame's leadership has brought about in Rwanda. The nation has emerged as a beacon of hope for Africa, distinguished by its unwavering commitment to the rule of law, innovation, and good governance. Of particular note is the country's pioneering use of digital solutions to streamline public services, reducing time and labor while significantly enhancing public satisfaction. Rwanda's zero-tolerance policy towards corruption and misconduct is evident in every aspect of society, from the orderly traffic management to the impeccable cleanliness and public discipline observed throughout the nation. Furthermore, my focus on land governance revealed a strategic approach adopted by Rwanda in the form of a comprehensive national land policy. This policy outlines the country's vision and core principles, laying the foundation for the enactment of land laws and the development of a national master land use plan. As a result, Rwanda now boasts a well-established land sector with robust institutional frameworks, facilitating both freehold and leasehold arrangements and a range of transaction systems. The sector has undergone full digitalization, leading to substantial revenues exceeding 10 billion dollars from land transactions alone. The implementation of the master land use plan serves as a guiding framework for all development initiatives at the provincial, sectoral, and district levels. Adherence to the plan is mandatory, with strict penalties for violations. While Kigali has successfully implemented the master land use plan, other provinces are steadily progressing towards full integration and localization. The success of Rwanda's land governance model serves as a valuable lesson for countries like Ethiopia, showcasing how a relatively small nation can achieve remarkable strides in development. Rwanda's achievements underscore the importance of visionary leadership, strategic planning, and unwavering dedication to good governance in shaping a prosperous and orderly society.

AN OPEN LETTER TO NIGERIA’S LEADERS: FOR GOOD GOVERNANCE Dear Esteemed Leaders of Nigeria, I write to you today as a concerned citizen who shares a deep love for our great nation. Nigeria is a land of immense potential, and its people are resilient, resourceful, and hopeful. Yet, we stand at a critical juncture in our history, where the aspirations of our citizens for good governance, security, and equal opportunities must be met. Our nation has witnessed its fair share of challenges, but it is within these challenges that we find opportunities for transformation. It is with this hope that I implore you, our leaders, to rise to the occasion and steer Nigeria toward a brighter future. We understand the complexities of governance, but we also know that it is possible to create an environment where justice, accountability, and transparency are not just buzzwords but the pillars upon which our nation stands. Here are some heartfelt appeals from the citizens: 1. **Good Governance:** We implore you to prioritize good governance that focuses on the well-being of every Nigerian. Ensure that our resources are used judiciously for the benefit of all, and that corruption is rooted out at all levels of government. 2. **Security:** The safety of our citizens should be paramount. We call for a concerted effort to address the security challenges facing our nation, making our streets and homes safe once again. 3. **Economic Opportunities:** Create an environment that fosters economic growth and job creation. Empower our youth with the skills and opportunities they need to thrive and contribute to the nation's development. 4. **Education and Healthcare:** Invest in quality education and accessible healthcare for all Nigerians. These are the foundations of a prosperous and healthy society. 5. **Unity and Inclusivity:** Promote unity and inclusivity among all ethnic and religious groups. Nigeria's diversity is its strength, and it should be celebrated and protected. 6. **Infrastructure Development:** Prioritize infrastructure development, including roads, electricity, and clean water, to improve the living conditions of our citizens. 7. **Environmental Sustainability:** Address environmental challenges and promote sustainable practices to protect our natural resources for future generations. We recognize the immense responsibility that leadership carries and the sacrifices you have made. However, it is through your commitment to the ideals of service, justice, and equality that you can truly lead Nigeria to its full potential. We, the citizens, stand ready to support and collaborate with you in achieving these goals. Together, we can create a Nigeria where every citizen can live in dignity, prosperity, and peace. In closing, I appeal to your sense of duty and love for our nation. Be the leaders who leave an indelible mark on history for the betterment of Nigeria and its people. Our future depends on your leadership. With hope and determination.

Government has implemented the Access to Information Act to grant individuals the right to access information from both public and private entities, as go part of its anti-corruption initiatives. We applaud the Government for its commitment to combating corruption and the proactive steps taken in this regard. As an organization, we assert that battling corruption requires more than just the enactment of laws; it necessitates addressing the fundamental needs of the people. Speaking at a recent conference held at James Madison University in Washington DC, the Secretary to the Treasury, Felix Nkulusa, made significant announcements regarding the accessibility of information on the Constituency Development Fund and the Citizens Economic Empowerment Commission. During his address at the African, American, and Diaspora (AAAD) Conference, Mr. Nkulusa revealed that the government has enacted new laws to enhance transparency and public access to these funds. However, despite these developments, it has been observed that most members of the public still lack adequate information such as the Constituency Development Fund (CDF) and the Citizens Economic Empowerment Commission (CEEC). Alliance for Accountability Advocates Zambia has been actively working to address this issue and recently discussed the matter in an interview with Hot FM. As an organization, we believe that it is crucial that information about these initiatives is made readily available to the public to foster greater understanding and participation in the development processes of the country. 🚨 Revitalizing Local Governance in Nigeria: A Wake-Up Call 🚨 Growing up in Ibadan, I felt the positive presence of local governance. Roads, sanitation, and community-driven projects thrived. Fast forward to today, the story is different. The 774 local government councils, which should drive grassroots development, are financially starved. 🔍 The Issue: State governors are diverting local government funds! Only two states, Rivers and Jigawa, are notably transparent. The battle between state governments and local councils leaves communities in the lurch, with basic services deteriorating rapidly. Is this democracy? ✊ Why Does Local Autonomy Matter? It's about empowering communities to cater to their unique needs. With some governors avoiding local elections, the question arises: What's the fear? 🛤 The Way Forward: Former President Muhammadu Buhari recognized this and signed an Executive Order in 2020 for local government financial autonomy. Yet, governors navigate around this. It's time for: Urgent Constitutional reforms. Holding leaders accountable - diverting local funds should be a punishable economic crime.
