#LERU recommendation for the incoming European Parliament and European Commission. 🇪🇺 💡 Establish clear responsibilities and funding lines for action 💡 In recent years, universities have been confronted with overlapping and fragmented initiatives from many different Commission services. 💡LERU’s blueprint for #FP10: create less prescriptive top-down priorities in FP10’s pillar II The current level of detail in #HorizonEurope’s Strategic Plan is hampering the flexibility and agility of pillar II. Therefore, in FP10 the overall aim of different parts should be set out in clear and simple ways but the level of detail needs to limited. WPs and calls should not prescribe what approach to take or impact pathways to follow. EU leaders adopted the strategic agenda for 2024-2029, a policy plan that steers the EU's future direction and goals, with a special focus on a prosperous and competitive Europe 🇪🇺 : “We will build up our own capacity in sensitive sectors and key technologies of the future, such as defence, space, artificial intelligence, quantum technologies, semiconductors, 5G/6G, health, biotechnologies, net-zero technologies, mobility, pharmaceuticals, chemicals and advanced materials. Promoting innovation and research, as well as leveraging tools such as public procurement, is crucial in this endeavour.” “We will boost Europe’s research and innovation capacity in emerging and enabling technologies, including for dual use. Achieving industrial strength in key sectors also requires the Union to safeguard fair competition, fight unfair practices, and ensure a level playing field both internally and globally.” Read more 👉 https://lnkd.in/efPxMwU9

💡LERU’s blueprint for #FP10: innovation should not be hampered by borders. 🤝 There is no doubt about the importance of increased funding for R&I, but Europe needs to do more to boost its innovation and keep promising start-ups on the continent. Therefore, LERU recommends unifying regulatory #frameworks across borders on VAT, bankruptcy rules, #intellectualproperty … as this will make Europe more attractive for scaling innovative technologies, products, and services. Unified regolatory frameworks are also crucial for realising both the European Research Area (#ERA) and the European Education Area (#EEA), ensuring mobility of researchers and students. Read more 👇
