I've seen many planning committees considering large scale solar applications over the last 12 months. The debates are often similar. However the debate that preceded Enso Energy's consent for a scheme in South Oxfordshire stands out. About an hour or so into deliberations, a vote was proposed to refuse the application. On the narrowest of margins, the vote fell. What followed was a speech from Cllr Tim Bearder, it changed two votes and won the day. It's often said that decisions are taken outside of the room, and that 'politics' determines outcomes. Perhaps. The truth is, it's far more chaotic and unpredictable than that (e.g. both Green Party councillors voted against this scheme). As more large scale renewable energy schemes come forward, we're going to need to find more Cllr Bearders. #renewableenergy #planning #solar
