Project Director – Federal Program Evaluation
Manhattan Strategy Group (MSG), a rapidly growing management and social sciences consulting firm, is seeking a Project Director to oversee the evaluation of a critical federal government program.
MSG provides consulting services across the federal government in the areas of technical assistance, research and evaluation, information and communications, and management and technology. Our federal clients include the U.S. Departments of Education, Health and Human Services, Agriculture, Labor, the Department of Homeland Security and the National Science Foundation. As a Project Director, you will provide insight and guidance to senior-level government decision-makers on significant issues related to evaluation methodologies, study designs, complex analyses and social science research. You’ll emphasize rigor and ethics throughout the evaluation process.
Key Responsibilities:
Leadership and Vision:
Provide leadership and vision to both the client and project teams.
Serve as a key facilitator between the Contractor and the Government.
Brief Government decision-makers on major project developments as needed.
Evaluation Expertise:
Offer leadership and advice on all evaluation topics.
Brief senior-level decision-makers on evaluation findings and recommendations.
Design data models and quantitative analyses and present findings to government stakeholders.
Quality Assurance:
Ensure the overall completion and quality of the evaluation.
Lead the evaluation team effectively.
Meet contract requirements and deadlines.
Ensure compliance with applicable federal law.
Qualifications:
Ph.D. with at least 10 years of relevant work experience or master’s degree with at least 15 years of relevant work experience in program evaluation, social science research, statistics, public policy, or related fields.
Demonstrated experience designing and implementing program evaluations using qualitative and quantitative methods.
Experience leading large global and/or national multi-state evaluations with diverse, high-profile stakeholder populations.
Proficiency in evaluation design and data modeling.
Demonstrated experience working with large federal data sets.
Demonstrated experience managing the OMB compliance process to secure evaluation approvals.
Strong project management skills.
Ability to lead a multi-disciplinary evaluation team effectively.
Ability to work collaboratively with project stakeholders.
Excellent communication skills (both oral and written).
Demonstrated experience briefing senior level government officials.
US Citizenship
Clearance Requirement: Must currently hold, or be able to obtain and maintain, USCIS fitness determination.
