SUMMARY OF THE ROLE
Serves as the primary security and emergency response leader for the RGLNG facility. Provides input, recommendations, guidance, and/or direction concerning security and emergency response issues. Manages the physical security functions to include the protection of physical assets and the securing of physical space. Responsible for the direction, oversight, and evaluation of in-house and contract security employees. Authorized and Responsible for intervention whenever conditions are identified that pose an immediate threat to life or health or pose a risk to property or equipment. Establishes and maintains an active liaison with emergency response and security representatives of local, state, and federal law enforcement organizations: and all other applicable emergency management authorities. The position will require work from Houston during early job phases before transitioning to Brownville, Texas prior to commissioning and startup.

Houston TX initially, with relocation to Brownsville TX upon project mobilization.
KEY RESPONSIBILITIES
Develops, implements, and coordinates Emergency Management/Preparedness, Security, and Business Continuity Plans
Prepares, writes, updates, and reviews Emergency Response Plans (ERP), standard operating guidelines, and job aids for potential hazards (e.g., PHMSA ERP and public communication requirements) to support permitting, construction and operations
Lead (as subject matter expert) key internal customers and stakeholders on all ERP matters
Be the leader of the above and the primary point of contact with all regulatory agencies and other external stakeholders
Support USCG Facility Security Plan development and implementation in collaboration with relevant NextDecade staff and external stakeholders
Support NextDecade waterway permitting (and permit renewal efforts, e.g., USCG WSA, LOR) with the USCG, Pilot Organizations, Port bodies, other agencies, etc., in collaboration with relevant NextDecade staff
Document and maintain a comprehensive, tiered emergency response plan(s) for responding to abnormal situations and potential emergencies; integrate with individual site plans and external agencies as appropriate
Manage emergency training, drills and assessment evaluation
Develops and conducts emergency management training
Conduct and evaluate emergency management exercises and drills that test the protocols and procedures, resolving the efficiency and functionality of such plans
Performs duties as the Emergency Management and Incident Command System Duty Officer to include gathering and disseminating hazard threat information, responding to incident scenes to provide assistance, act as a liaison to agencies, and update Senior Leadership of response actions
Ensures operational readiness and assist in the activation of the Emergency Operation Center or other incident facilities when activated
Sustain partnerships with Local, County and State Divisions of Emergency Management, the National Weather Service, and the Federal Emergency Management Agency
Maintain lists of all critical emergency contacts that the company may need in an emergency
Interpret National Hurricane Center, National Weather Service, and/or contracted weather agencies' bulletins, watches, and warnings, and relay that information to Leadership
Assures operational capability by inventorying, inspecting, and testing response equipment, radios, supplies, vehicles, and facility systems
Manages security incidents ensuring swift resolution, minimal disruption, and identifying lessons to improve processes and responses continually.
Builds partnerships with internal stakeholders to enable their work and to maintain a secure work environment.
Prepares annual Security Assessment. Develops and Coordinates input and completion of annual Hazard Vulnerability Analysis
Identifies the need for, develops, reviews, and evaluates security related reports, surveys, and audits. Ensures security employees are adhering to security procedures through constant evaluation and frequent patrol of RGLNG property
Prepares security related reports and information for management as required
REQUIREMENTS
Minimum/preferred experience required for the position:
10 years of experience in emergency response; 5 years of management/supervisory experience; LNG experience preferred
Minimum/preferred knowledge, skills and abilities required of the position:
Ability to work both independently and within a team, with demonstrable strong interpersonal skills
Effective communicator at all levels of an organization and with individuals and groups from different disciplines, industries and governmental agencies
Proficiently schedules, coordinates, plans and monitors multiple projects simultaneously
Exceptional problem solving and analytical skills
Ability to handle multiple assignments on a timely basis with a high degree of accuracy
Subject to drug and alcohol testing, per applicable federal regulations
Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status
Fluent in English, Spanish fluency is a plus
Required/preferred education:
Bachelor's degree or equivalent emergency response or military experience
Work Environment
Must be able to wear all necessary PPE equipment to perform job functions.
Operates in a complex construction environment.
Exposure to indoor and outdoor weather conditions.
Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.

Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.
