“Wanda Barquin is a remarkable business leader. While at the U.S. Embassy in Santiago she was a great supervisor and an even better human being. Wanda managed a team of 12, which included all Commercial Specialists and administrative staff. She treated them all with respect and was truly interested in their needs and interests. She was honest and ethical, and always focused on solving problems rather than placing blame. Wanda gave praise and recognition often, mentored the staff with patience, and communicated with her staff clearly. Wanda’s motivation, sense of humor and passion for the career that she had chosen provided an infectious energy level that helped us all stay on course. She always made an effort to provide timely feedback in a professional manner and she is remembered fondly in Chile by the local employees, U.S. colleagues, and both U.S. and Chilean clients. ”

Financial Oversight & Management Board for Puerto Rico
A milestone beyond Puerto Rico: #FOMBPR Deputy Executive Director Arnaldo Cruz explains how the #CivilServiceReform and a new hiring platform, developed with the Government and the Oficina de Administración y Transformación de los Recursos Humanos (OATRH), integrates AI and skills-based hiring to transform the recruitment of government employees. The new and innovative pilot seeks to reform talent acquisition and talent management processes to ensure the government has an agile and flexible recruitment system to attract and retain the best talent. The platform uses AI to evaluate applicants’ and employe’s full capabilities rather than focus only on credentials and hierarchy to broaden the talent pool and lower barriers to entry for government jobs.

New analysis | #Colombia: indigenous and Afrodescendant communities are the most affected by the confinements and mobility restrictions of non-state armed groups (NSAGs). Since 2016, there has been a marked intensification of hostilities among NSAGs, leading to a significant increase in the number of both confinement incidents and the individuals they affect. This report focuses on the humanitarian impacts of confinements and mobility restrictions, considering the gender and ethnic backgrounds of the affected people. A pleasure today to receive the new President of #Ecuador, Daniel Noboa to #IFAD’s HQ in Rome. Ecuador is an important partner in IFAD’s efforts to drive #rural development, including generous contributions to our last two replenishment cycles. We are currently delivering joint projects that aim to diversify the #rural economy by promoting #cooperatives and #investments that generate #employment and income for poor families. Today we discussed our joint priorities for the upcoming cycle: growing rural #jobs and #prosperity by focusing on #private #sector engagement, mechanisation, specific transformation of specific #valuechains, investments related to #Amazonia and resilience to #climate change.

Excellent meeting with Maria Luisa Hayem Minister of Economy of El Salvador 🇸🇻 We discussed about the contribution of El Salvador to the Latin American Economic Outlook (jointly produced with CAF -banco de desarrollo de América Latina y el Caribe- ECLAC and European Commission) and the relevance for the country of the themes of investment (2023) and financing for development (2024). We recalled the signgificant impact of the Multidimenaional Review of El Salvador (see 🔗 in the comment) that I was honoured to launch with Juan Ramon De Laiglesia in April 2023 with Secretary Miguel Kattan and 🇪🇺 Ambassador François Roudié The government has advanced in the implementation of several measures that the Review had identified, for example in the area of trade facilitation and education and digital skills. We explored ways the OECD Development Centre can further advise on the execution of policies and programmes in areas related to SMEs development, innovation and production transformation, the deepening of MNE-suppliers linkages and attraction of FDI. We look forward to continuing our collaboration, helping with the identification of best practices and supporting the implementation of better policies for better lives. Regional Migration Summit in #Guatemala On May 7th, Guatemala's President Bernardo Arévalo de León hosted a significant regional migration summit attended by U.S. Department of State Secretary of State Antony #Blinken and leaders from 21 #Western #Hemisphere countries. The meeting focused on the Los Angeles Declaration on Migration and Protection, an initiative established in 2022 to manage migration collectively across the region. This summit marked the third ministerial gathering since the declaration's inception, highlighting ongoing challenges as the US tackles record migration with over 2.4 million detentions at its southern border in fiscal year 2023. During the summit, leaders reaffirmed their commitment to creating legal migration pathways and announced new initiatives, including a $578 million assistance package from the #US. Notable developments included expanded enforcement partnerships, visa restrictions on Colombian maritime transportation companies for facilitating irregular migration to the US, a biometric data sharing partnership between the US and Costa Rica, and a memorandum of understanding on countering people trafficking. Additionally, the expansion of safe mobility offices was announced, aiming to facilitate refugee resettlement in the US. The meeting underscored Guatemala's increasingly cooperative relationship with the US, evident since Arévalo's administration began in January. However, the absence of countries like Nicaragua from the summit and the declaration underscores the regional challenges in addressing migration comprehensively. CARICOM: Caribbean Community
Statement from the Council of Foreign and Community Relations (COFCOR) on Cuba "The Council for Foreign and Community Relations (COFCOR) welcomes the decision of the Government of the United States of America (USA) to remove the Republic of Cuba from its list of states that are “not cooperating fully” in its fight against terrorism. COFCOR notes, however, that the Republic of Cuba remains on the US State Department’s list of countries that have been deemed by the USA to be State Sponsors of Terrorism. COFCOR therefore, renews its call for the urgent removal of Cuba from the list of countries deemed to be State Sponsors of Terrorism. COFCOR also reaffirms its rejection of the unilateral imposition by the United States of America of the economic, commercial, and financial embargo against Cuba. Both the designation as a State Sponsor of Terrorism and the 62-year-old embargo are unjust and wrongly imposed upon the Cuban people and must be terminated." #Demographic change in #PuertoRico is not a theoretical postulate. It is happening. “…if #statehood supporters and #independence advocates do not #unite now to work together to reverse current cultural and socioeconomic trends––the island will undergo a demographic change, turning the current Puerto Rican resident into an artifact of the past, making way for a new English-speaking Puerto Rican with a very different culture and set of values.” Exerpt from the book “When Colonialism Wins, The Case Against American Statehood for Puerto Rico.” Below, #fishermen in Rio Grande Puerto Rico complain of being #pushedout of land they have rightfully occupied for 50 years due to alleged municipal and private #economic interests in their land. #Inept bureaucracy has kept them from securing property titles. They could probably use some pro-bono #legal assistance. MEDUSA PROJECT If ignorance and the inability to provide intelligence underestimate the strategic planning that is being consolidated in Latin America so that the jellyfish project advances and poisons the minds of the unwary, we will be able to digest it very badly. However, all is not lost. We will be able to stop the advance of Islamic terrorism in our country if we manage to strengthen the strategic alliance with the United States to confront the entire criminal framework that plagues our entire country. We need an internal and external counter-terrorism ring to prevent the entrenchment of Hezbollah, Hamas, Cuban and Venezuelan cells in our territories and to safeguard religions and democratic ideals. I trust that the president will urgently convene specialists on the subject and with field experience. Not just analysts and library theorists with no experience of foreign intelligence. The invasion of Islamic terrorism from Venezuela to Argentina began in 2001 and is planned to consolidate a totalitarian state and water and food resources that serve to supply an autocratic system for the entire region. The economic resources of the Venezuelan drug trade with the Cuban administration have that goal in common, and they are not going to stop trying. Until a ring of fire does its job of stopping them, we can never live in peace. Today, Argentina is in a very uncertain position. He doesn't get along with Uruguay, now with Chile, he doesn't get along with Brazil, or with Paraguay that steals investors from them, or even Bolivia and we all know why. I pity our armed and security forces, not in a pejorative way, if we do not manage to have an appropriate national intelligence system, the diversity that Latin American populism loves so much, Islamism will soon compete more quickly in our land, as happened in Belgium, where 40% of the population of Molenbik is Muslim. It is the birthplace of jihadism. Or in Spain, where in 5 years 300,000 more Muslims increased and today they are 5% of the population. If we accept Muslim refugees as a matter of course, we are doomed. In migrations, Muslims are coming, accompanied by women in burqas seen in the waiting room, and also black staff who do not speak Spanish serving the public. Are we becoming aware of all this? If you don't believe me, it's a matter of visiting that public office. We don't need an iron shield, just a ring of fire. A big hug to my friends.

Read his in-depth analysis of what “electoral integrity” implies since it is an ambitious concept that ranges from procedures to political principles. 🇲🇽 “Much has been written about the fact that democracy is not limited to going to the polls to cast a vote. Much has also been written about the different ways of exercising democracy and the quality of democracy and its different stages, but little do we stop to analyze it in its entirety and, therefore, its components and how they interact. Its viability and quality depend on all of this.” Stay informed on what is at stake in Mexico’s most significant electoral cycle! 💡 https://lnkd.in/eu7Hj_nc #Mexico #2024Elections #Democracy #ElectoralInstitutions #PoliticalCampaigns #ElectionDay #ElectoralJustice #PoliticalFinance #PoliticalParties #MexicanPolitics
