It's a big week for the National Environmental Policy Act. CEQ's updated NEPA regulations are available and will be published tomorrow. This final rule completes the multiphase rulemaking process initiated in 2021 to revise CEQ's regulations to improve implementation of NEPA.

Today the US Department of Energy's DOE Grid Deployment Office announced $4.6 million in funding for six projects to provide technical assistance to accelerate analysis of regional climate change threats and impacts on electric grid infrastructure. If you're headed to the APWA Texas Annual Conference, join HR Green's Keval Satra, P.E., and Mariana (Tommasi Corrêa) Williams, EIT as they present "Building Resilient Infrastructure: Flood Mitigation Improvements and Funding Resources – A Case Study from the City of Liberty." After three separate flooding events over three years, the City of Liberty, Texas, applied for FEMA funding to make its wastewater treatment plant more resilient. The process through FEMA’s Hazard Mitigation Grant Program included submitting the application with all requested backup, working with the Texas Department of Emergency Management, completing a Benefits-Cost Analysis, and conducting preliminary design and environmental assessment, including wetland delineation. As one of the first projects awarded and constructed under the Hurricane Harvey disaster declaration during the pandemic, the presentation will provide a brief overview of the flood mitigation improvements and lessons learned throughout the project. I just had a good meeting with FPISC this afternoon. All our building information is open government data that is easy for us to share and for others to incorporate. The hurdle becomes the archaeological and traditional cultural places data. In some cases, our tribal partners have specially asked that we not share certain types of data, particularly the traditional cultural places information. Buildings and structures? yes! Just ask us. Archaeological and cultural information? We have specific criteria on who can receive this type of information, the recipient federal agency would not be allowed to do a general share of our information to other entities, and our tribal partners would expect consultation on who was receiving the information and how it will be used. But that doesn't mean we can't start discussions on how we can better communicate cultural resource information.

Hoping that NCDOT will incorporate projections of future storm events and flood conditions (100-year design horizon, maybe?) into their roads and maintenance projects such that this flood warning system will become obsolete. The current 20-year design horizon needs to be re-thought. We need to build the infrastructure today that will withstand the stressors of the future, not of the past. #resilience #infrastructure #planning

Today, the U.S. Army Corps of Engineers released a Final Environmental Impact Statement for the Lake Okeechobee System Operating Manual (LOSOM), an updated operating plan for Lake Okeechobee that will reduce stress to the Caloosahatchee and send more water south to the Everglades. There’s currently a 30-day waiting period, after which a Record of Decision should be issued and signed, putting it into effect. Learn more: https://lnkd.in/efW_sEV4

Today FEMA announced $1 billion in project selections to make communities more resilient to climate change and hazards. Of the available funding, $587 million is benefitting Justice40 communities that are overburdened by pollution and marginalized by underinvestment. Since 2020, FEMA has seen an upward trend of exceeding its Justice40 goals.
