About us

The five-member board of county commissioners is the governing body of Escambia County. Commissioners are elected to four-year terms by voters within their respective districts. The powers delegated by the state legislature are exercised by enactment of ordinances and resolutions, setting policy and through the county administrator, giving direction to county departments, commissions and agencies. As the chief administrative officer of the county, the county administrator is appointed by and serves at the pleasure of the Escambia County Board of County Commissioners. It is the administrator's responsibility to implement the day-to-day operations of county government, including overseeing the county departments of Budget, Extension Services, Community & Media Relations, Corrections, Facilities Management, Human Resources, Parks & Recreation, Public Safety, Public Works, Neighborhood & Human Services, Extension Services, Fire-Rescue, Purchasing, Building Inspections, Information & Technology, Natural Resources Management, Library Services, and Waste Services. Approximately 1,650 people are in employed in these departments and fall under the county administrator’s leadership. The county’s total budget for Fiscal Year 2016-17 was more than $436 million which allows Escambia County to provide a full range of services. This includes the construction and maintenance of highways, streets, and other infrastructure, as well as fire protection, emergency management, health and social services, emergency medical services, landfill operation, mass transportation services and parks and recreational programs.

  • 🥳 Please join us in celebrating our July Employee of the Month, Derrick Williams! Derrick is a Housing Intake Specialist in the Neighborhood Enterprise Division of the Neighborhood and Human Services Department. 🏡 Derrick recently celebrated 10 years with Escambia County, having begun his career in June 2014. As a Housing Intake Specialist, Williams provides customer service to prospective and current applicants for programs related to housing rehabilitation, first-home homebuyer, and community development programs. He is homeowners’ first point of contact when inquiring about county housing programs, and his wealth of knowledge has helped many Escambia County citizens over the years. 🙌 Williams has been celebrated by his team for his creativity, hard work and attention to detail. He regularly researches the latest guidelines to ensure the department remains in compliance when reviewing applications for housing programs and looks for ways to better serve county residents. He works closely with other county departments and agencies, including the Escambia County Property Appraiser and Tax Collector as well as title companies and banks. Williams approaches his tasks with a positive attitude and is always willing to lend a helping hand. Outside of his work duties, Williams is a regular member of his church and enjoys playing the piano during services. 👏 “Derrick is a creative and hardworking asset to our department," Neighborhood and Human Services Director Clara Long said. "He consistently accepts challenges and new projects with confidence, and his skills and expertise elevate our department to the highest of standards.   • 🥳 It's National Public Works Week in Escambia County! 👷♂️ National Public Works Week is celebrated each year on the third full week of May. This year’s theme is "Advancing Quality of Life for All,” emphasizing Public Works’ role in maintaining and improving infrastructure and services that are vitally important in providing a high quality of life for Escambia County residents. 🛠 Our Public Works team works diligently every day to maintain the county’s network of roads and stormwater drainage systems, including right of way mowing, road resurfacing, street sweeping, holding pond mowing and maintenance, sidewalk maintenance, dirt road grading, tree trimming and removal, pothole patching, ditch cleaning, sign maintenance, and the repair and construction of drainage infrastructure. Public Works often responds to calls after hours and on weekends, including natural disaster events such as hurricanes and severe weather. As the Public Safety PIO, Wood represents each division, including EMS, Fire Rescue, Emergency Management, Emergency Communications, and the Pensacola Beach Lifeguards. He manages media inquiries and interviews for each division, manages social media, and writes press releases to share department news stories, hiring opportunities, severe weather alerts, and more. 📝 In addition, Wood regularly seeks training opportunities to hone his skills as a PIO. He has completed numerous FEMA courses and attended workshops to gain a deeper understanding of crisis communications, citizen engagement, disaster response, and media relations. He is a FEMA-certified Public Information Officer, a member of the Florida Public Relations Association Pensacola Chapter and a graduate of Leadership Pensacola Class of 2022. 🙌 “I’m incredibly honored to be recognized as Escambia County’s Employee of the Month,” said Wood. “This would not be possible without the support of my coworkers and supervisors from Community and Media Relations and Public Safety.   • 👏 The Escambia County Board of County Commissioners is pleased to recognize Lyndsey Stevens as Purchasing Director. Her duties as Purchasing Director include overseeing the county’s procurement program, developing purchasing policies and procedures, and implementing a long-term strategy for efficient purchasing programs. 👩💼 Stevens’ career with Escambia County began in May 2022 as Senior Purchasing Coordinator, where she brought a decade of expertise in logistics, procurement and supply chain management. Shortly after joining, she was promoted to Purchasing Manager and assumed the role of Interim Purchasing Director in October 2023. Before joining Escambia County, Stevens was the Procurement Officer for the Santa Rosa County Board of County Commissioners from November 2020 to May 2022. 📑 As Interim Purchasing Director, Stevens provided recommendations for department requests for procurement of goods and services, managed the county’s vendor recruiting program and database, and coordinated the Purchasing Department’s outreach efforts to the public. She managed the department’s strategic procurement process and provided professional procurement guidance to agencies, demonstrating expertise in county ordinances, state statutes, federal laws and grant-specific requirements. Stevens also worked closely with community partners, including the Gulf Coast Minority Chamber of Commerce and the Small Business Development Center, to host vendor recruiting events and promote county solicitations. 🙌 “I’m thrilled Lyndsey has accepted the director role,” said County Administrator Wes Moreno. “Our Purchasing Department is dedicated to Escambia County’s success and keeps us driving forward to achieve our goals. With over $100 million in county projects completed last year, I’m excited to see where we go from here.   • 🎉 Congratulations to our Public Information Officer Andie Gibson on her "Communicator of the Year" award from the Pensacola chapter of the Florida Public Relations Association! 🙌 Andie is a diligent, hard-working communicator for Escambia County. As the county's Public Information Officer, she works daily with local and national media members to provide pertinent information to residents and visitors. Andie works with county departments to share their message with the community, including information about county services, upcoming events and important county-related news. She understands the importance of effectively and accurately communicating with local media, who play a vital role in how citizens are informed by their local government. Andie maintains a positive and collaborative relationship with the media and has received positive feedback on her strong work ethic and communications skills. Way to go, Andie! 🥳

  • 🥳 Please join us in congratulating our March 2024 Employee of the Month, Abigail Raymond! 📝 Abigail joined Escambia County as Purchasing Coordinator in September 2023. As Purchasing Coordinator, she is responsible for reviewing, processing, and maintaining purchase orders, requisitions, and change orders for products and services. She ensures requisitions are properly completed and authorized, assigns numerical coding to requisitions, and classifies incoming requests. 📈 Thanks to previous governmental procurement experience, Abigail was able to adapt seamlessly to the Purchasing Department’s policies and procedures. She quickly became an integral part of the team and a resource for other departments’ purchasing matters. Raymond processed nearly one-third of the 1,263 total purchase orders issued in the first two months of the first quarter of FY 23-24. She has also actively led 13 solicitations since joining the county. In addition, Abigail became the department’s OpenGov expert through webinars and independent research, ensuring the software’s resources were fully utilized to streamline the county’s procurement process. 👏 “In less than a year in her role, Aby has proven herself to be a valuable member of the purchasing team,” said Interim Purchasing Director Lyndsey Stevens. “She collaborates with county departments and vendors to complete all projects in an efficient manner.
