About us
The Arrowhead Economic Opportunity Agency (AEOA) is a private, nonprofit Community Action Agency with over 56 years as a major provider of self-sufficiency services to low-income and disadvantaged persons throughout Northeastern and Central Minnesota. AEOA's mission is to strengthen communities by providing opportunities for people experiencing social and economic challenges. This mission is based on the belief that all people should be treated with respect and given the same opportunities to achieve self-sufficiency. AEOA’s service delivery area includes twelve primarily rural counties, which make up the Arrowhead region: Aitkin, Carlton, Cass, Chisago, Cook, Crow Wing, Isanti, Itasca, Koochiching, Lake, Pine and St. Louis. Over the past five decades, the Agency has grown in response to community needs and currently offers a wide range of services through five major departments including Housing, Head Start, Senior and Nutrition Services, Employment and Training, and Transit. The Agency is governed by a 27-member Board of Directors representing an equal cross section of low-income individuals, public officials and private sector representatives. With an annual budget over $35 million, AEOA is one of Minnesota's largest non-profits.

Great few days at Duluth and St. Louis County Days at the Capitol, where our leadership showcased the impactful work our Agency does. Building new partnerships and sharing our mission with legislators and partners. We were inspired at the legislative breakfast this morning by Gov. Walz's words: 'When the Northland is strong, Minnesota is strong.' We've always believed in the power of unity and have said it over and over again, we are #StrongerTogether

Estimates show #Minnesota is short 100,000 housing units for low-income populations. To help meet demand, some poverty-fighting offices are playing a role in getting more projects off the ground. The housing estimate is from the National Low Income Housing Coalition. Jennifer Larson, executive director of Three Rivers Community Action in southeastern Minnesota, said their needs assessments consistently have housing at the top of the list. Her staff has teamed up with the city of Northfield and other partners on a new set of townhomes. With many people still priced out of the rental market, she pointed out the project aims to give low-to-moderate income applicants a much-needed option. "This project really is meant to provide more family units that have price points -- rent levels -- that people can afford," Larson explained. Larson added the 32 new townhomes were not just built with availability in mind. They were designed for ideal family livability, including being near parks and schools. She emphasized the housing industry and other stakeholders need to act with more urgency to spur additional development with demand showing no signs of slowing down. Temporary housing is also getting priority. In northeastern Minnesota, the Arrowhead Economic Opportunity Agency has refurbished a memory care facility to serve as a homeless shelter. Lori Schultz, executive director of the Minnesota Community Action Partnership, said additional state and federal funding would advance more much-needed developments. "We've definitely moved the needle in this state," Schultz asserted. "Securing funding for new housing, but there are so many regions that continue to be unfunded." Shortages persist, but low-income housing projects in MN are surfacing
