India’s Telecom Act goes into effect tomorrow, but does the 2023 legislation protect human rights better than the colonial law it’s replacing? The Telecom Act 2023: → undermines encryption → worsens internet shutdown protocol → enhances unchecked surveillance powers → violates fundamental rights Even partial enforcement of the Act can lead to a total eclipse of digital rights in India. La coalición #KeepItOn documentó 4 apagones de internet en 4 países de Latinoamérica y El Caribe durante 2023. Los afectados fueron Cuba, Brasil, Suriname, y Venezuela. Cuba impuso apagones por cuarto año consecutivo, como parte de la represión a la disidencia y control de espacios en línea. En Suriname, sufrió su primer incidente en febrero de 2023 durante protestas masivas en Paramaribo. En Venezuela, se registraron cortes durante eventos críticos como elecciones y protestas. Mind the (digital rights) gap! We recently analyzed hundreds of resolutions passed by the UN’s most powerful body, the Security Council. Our verdict? The UN Security Council is a decade behind on digital rights, a gap that widens as the world races toward AI. Alongside experts from the The Stimson Center, United Nations Office for Disarmament Affairs, and Microsoft, we briefed states assembled by the Republic of Korea during its Security Council Presidency. Of more than 300 UN Security Council resolutions, only a handful speak to the actual threats and harms people at risk face in their daily digital lives. As states and armed parties increasingly weaponize the internet, this puts international law, peace, and security at risk.
