Do books not yet published in the US in 2020 count as 2020 or 2021? This availability will definitely affect ranking as most GoodReads members are in the US. I think most US based award groups allow 1st US publication as the criteria for consideration

The publication date is the date originally published in its original language. That's the only one that counts.

I guess I'm wondering why #32, Good Girl, Bad Blood, which will not be available here in the US until 2021 has almost 5000 ratings--I guess we have that many members in the UK who loved it. At the same time, the excellent first book in the series, A Good Girl's Guide to Murder, which was published here in the US in Feb 2020, and probably picked up at least 20,000 of its 30,000 ratings here in the US, is ineligible. Good Girl, Bad Blood, also appears on the 2021 list--I would think 2 years of eligibility is also not allowed.
There are plenty of 2019--and earlier--books already here, ie, #72, A Game of Villains, which was published Sept 2019; #114, The Gilded Cage, published Mar 2019--and probably well before that prior to translation; #227, The Last Hunt, published in Africaans in 2017; #275, The Only Child, first published in 2010. All of these fine books were issued in the US in 2020, but previous publication disqualifies them under your interpretation. I'm sure there are plenty more that sneaked onto the list, as I certainly wasn't going to check every book here.
And what about all of the "untitled" entries? Most of them have been replaced by actual records and, IMO, should be purged as they take up spaces on the list that are duplications of actual books.
