Project-based vouchers (PBVs) are a component of a public housing agency’s (PHA’s) Housing Choice Voucher (HCV) program. PHAs are not allocated additional funding for PBV units; the PHA uses its tenant-based voucher funding to allocate project-based units to a project. Projects are typically selected for PBVs through a competitive process managed by the PHA; although in certain cases projects may be selected non-competitively.
DCA is currently receiving requests for PBVs.
The Georgia Department of Community Affairs (DCA) requests proposals from developers for the Project-Based Voucher (PBV) Program. PBV proposals are being accepted for new and existing housing construction projects within the state of Georgia. See DCA’s 2024 Request for PBV Proposals.
Properties have specific processes based on their competitive award status with DCA:

Are you applying for PBVs for an existing LIHTC property that received a tax credit award in 2021 or later? Complete the application form and email to DCA_PBV@dca.ga.gov.

Are you applying for PBVs for a property that received a LIHTC award in 2021 or later but has not yet started construction? Complete the application form and email it to DCA_PBV@dca.ga.gov.

Are you applying for PBVs for a property that is mid-construction? You’re not currently eligible to apply. Check back here when your property construction is near complete and you are close to receiving your certificate of occupancy.

Are you applying for PBVs for an existing property that has not received a LIHTC award or received a LIHTC award before 2021? Submit a competitive application by emailing the required documents to DCA_PBV@dca.ga.gov.

Are you applying for PBVs for a planned development that intends to submit a LIHTC application and seeks a preliminary commitment of PBVs to apply for qualified allocation plan points? Complete the application form and email it to DCA_PBV@dca.ga.gov. You must also notify DCA_PBV@dca.ga.gov of your intent to claim points under this section and begin to work with the DCA HCV team on a referral process for your property managed waitlist.
Existing properties must submit their application by August 30, 2024 at 5 PM.
New construction properties must submit their applications by September 23, 2024 at 5 PM.
Note: Participation in the PBV program requires compliance with Fair Housing and Equal Opportunity (FHEO) requirements.
