📖 The 2024 report released today by the UK Climate Change Committee (CCC) warns the incoming government that the UK is currently not on track to hit our 2030 commitments under the Paris Agreement. 📉 While emissions are ~50% lower than they were in 1990, the rate at which they are falling needs to be ~6%/year if we’re to hit our 2030 targets (last year was 4%). The Electricity industry was responsible for the biggest cuts last year, with emissions outside of this sector falling by only 1.6%, far lower than is needed. The report states that 2/3 of the cuts needed to hit this are not currently covered by credible policies, which need to be drawn up and implemented quickly, in order to get on track. 👍 On a positive note, the CCC states that the UK concrete and cement industry has cut its carbon footprint by 53% between 1990 and 2018. 👎 However, it also goes on to say that certain policies in the built environment are halting progress, such as the last government’s policy to exempt 20% of households from the phase-out of fossil-fuel boilers by 2035. 🏚 The CCC report mirrors many of the points in our Building Blocks manifesto, including how much benefit can be gained both economically and socially from a just transition to net zero, such as savings of £1.3 billion for the NHS through retrofitting cold homes and up to 725,000 jobs created through the low-carbon sector. 🔎 The CCC make specific recommendations for the government to fill the policy gap, many of which tally with those in our Building Blocks Manifesto. We encourage the new government to take these policies on board, to look at our recommendations in the context of the built environment, and to enshrine crucial action in legislation early on in the new parliament. Yesterday I visited Sugar House Island. It’s one of the first projects reviewed by the LLDC Quality Review Panel, which Frame Projects established on behalf of the London Legacy Development Corporation in 2012. It’s a new piece of London that I think all those involved can be proud of, developed by Vastint (Ikea’s property company). If you’ve been to Abba Voyage, it’s right next door. The outline planning approval was granted by the London Thames Gateway Development Corporation (LTGDC), and LLDC was responsible for subsequent reserved matters applications. One of the reasons Sugar House Island is so successful is the ‘stretch of the imagination’ designation as a conservation area by the LTGDC, which safeguarded the historic industrial chimneys and warehouses surviving on the site. These are not especially remarkable in themselves, but they give the new development a feeling of being grounded in the industrial history of the area. This character has been reinterpreted in the architecture of the new neighbourhood. There’s lots to admire here, with a primary school, laundry, corner shop, public and private spaces on the canalside, and a new pedestrian bridge crossing the canal to Three Mills Green. I’m not sure I love the architectural style, which is quite austere, but I respect the concept. The idea was to create generously proportioned new homes, and a rich landscape and robust buildings. It’s an extension of the Ikea ‘wonderful everyday’ theme. So far about a third of the site is built out, but it already feels like a success. A planning good news story. Group Ginger have won the Middlesbrough Council led tender to overhaul the derelict Grade II listed Middlesborough Old Town Hall and transform it into workspace for the town’s expanding Digital and Creative sector. The £3.5m project involves renovation of the Old Town Hall; with demolition of an unsympathetic 1970s extension, to be replaced by a more suitable contemporary intervention; and development of a quality public realm scheme. The job is the latest in a series of Group Ginger adaptive re-use projects in regional locations facing issues of C21 urban decline which make development economics particularly challenging. Our 2019 reinvention of the Grade II-listed former Hartlepool post office into The BIS created a new chapter for the building as a centre of gravity for the town’s creative industries and won a RIBA award. The project team for Middlesborough Old Town Hall is united by the belief that demolition of existing buildings is a waste of money, materials and memory, with each recognised within their fields as leading circular economy practitioners pioneering sustainable re-use projects. Group Ginger are joined by Civic Engineers (structures), Max Fordham LLP (MEP), RLB Rider Levett Bucknall (QS/PD/Fire) and Planit (landscape).
