Paxos approved to issue stablecoins in Singapore. Paxos has received full approval from the Monetary Authority of Singapore (MAS) to offer Digital Payment Tokens and has lined up DBS Bank as its primary banking partner for cash management and custody of stablecoin reserves. Authorised as a Major Payments Institution, the licence enables Paxos to issue stablecoins in line with MAS’ upcoming stablecoin framework. Singapore becomes the third market, alongside the US and United Arab Emirates, that Paxos and its related entities are approved to issue stablecoins. This focus on regulating stablecoins comes as innovators across the financial services industry in the APAC region are thinking about how to leverage stablecoins in a wide variety of use cases, such as retail payments, cross-border funds transfers, and personal remittances. While there are variations in the regulatory approaches across the region, an important similarity is the expectation that stablecoin issuers must be able to identify and mitigate financial crime risks impacting their token. 🇭🇰Hong Kong Monetary Authority (HKMA) Releases Key Conclusions on Fiat-Referenced Stablecoins 📢 The HKMA has just published its conclusions on the fiat-referenced stablecoin (FRS) consultation from Q1 this year. The outcomes align closely with industry expectations, with a few notable clarifications. 🔑 Key Highlights:🔎 • 108 Submissions: The consultation received inputs from 108 parties, including major entities like the Crypto Council for Innovation and Circle. • Upcoming Legislation: HKMA is drafting a bill to implement these regulatory proposals, aiming to introduce it to the Legislative Council later this year. • Local Incorporation: Non-Hong Kong incorporated companies must establish a subsidiary in Hong Kong and have key management personnel present. • No Mutual Recognition: Currently, there’s no mechanism for mutual recognition or “passporting” foreign-issued stablecoins. HKMA is in discussions with other jurisdictions on this matter. • Capital and Reserve Requirements: Minimum paid-up share capital remains HKD 25 million (~USD 3.2M). The par value of FRS in circulation has been adjusted from 2% to 1%.
