Call for #consultancy: The Danish Refugee Council Middle East, together with the civil society initiative #DEMAC – Diaspora Emergency Action & Coordination (tag), are commissioning a Real-Time Review of the #Palestinian diaspora response in Gaza. 𝐖𝐇𝐘 𝐌𝐀𝐏 𝐓𝐇𝐄 𝐂𝐈𝐕𝐈𝐋 𝐒𝐎𝐂𝐈𝐄𝐓𝐘 𝐑𝐄𝐒𝐏𝐎𝐍𝐒𝐄 𝐈𝐍 𝐆𝐀𝐙𝐀? Diasporas are often the first responders in humanitarian crises. Understanding the global and regional Palestinian diaspora's role in providing relief to #Gaza is crucial. This review will cover the scope, impact, outreach, and organization of the Palestinian diaspora's #emergency responses from October 2023 to July 2024. It will assess the access these organizations have to the affected population, their aid delivery methods, the #challenges they face, and their #coordination with other humanitarian actors. 𝐓𝐇𝐄 𝐂𝐎𝐍𝐓𝐄𝐗𝐓 The civilian population in the occupied Palestinian territories (oPt) continues to suffer from the ongoing conflict. As of June 2024, around 1.9 million people, approximately 85% of Gaza’s population, have been internally displaced. Over 1.1 million people are facing catastrophic food insecurity due to severe #limitations on humanitarian #access and intense #conflict conditions. Since the events of October 7, civic space has continued to shrink, and #civilsociety organizations in Gaza have lost their infrastructure and staff. The Palestinian #diaspora has been at the forefront of highlighting human rights violations and negotiating access to deliver essential aid. 📢 Learning from previous responses: How to improve durable solutions for internally displaced persons The Middle East Durable Solutions Platform and the Danish Refugee Council are pleased to share our new paper “Solutions from the Start”, published by the Researching Internal Displacement Platform. It explores how humanitarian aid interventions set up in response to crises in #Iraq, #Syria, and #Yemen considered solutions to displacement in the first twelve months. The recorded global number of internally displaced persons has doubled in the last ten years. This trend was identified by the UN Secretary General, who established a High-Level Panel in 2019 and subsequently appointed Robert Piper as Special Adviser to roll out the Action Agenda on Internal Displacement. NGOs were involved in these processes, and ME DSP and DRC were pleased to present this paper initially at the Internal Displacement and Solutions Conference co-organised by the Office of the Special Adviser and the University of London. Inspired by core questions about roles and responsibilities during humanitarian crises, and based also on our own shortcomings, ME DSP and DRC researched early responses to internal displacement crises in Iraq, Syria, and Yemen to gauge in how far best practice guidance from the durable solutions approach was applied in practice. Based on key informant interviews the paper finds that three foundational best practices were not considered from the onset of these humanitarian crises, namely: 📆 Building towards longer-term programming and the eventual realisation of solutions to displacement 🤝 Engaging with government actors and other authorities 💼 Equitable resourcing of response actors The paper concludes that more emphasis should be placed on translating decades of collective experience into improved implementation of the durable solutions approach. This would include that Humanitarian Country Teams be made to develop strategies for the achievement of solutions in their first twelve months and to bring more technical expertise on solutions into humanitarian responses at an early stage. Ukraine on its way to recovery: Last week, our DRC Diaspora Programme participated in the 2-days workshop "Engaging the Ukrainian Diaspora in Reconstruction and Development" in Warsaw, Poland, hosted by OSCE Office for Democratic Institutions and Human Rights (ODIHR). The Ukrainian diaspora plays a crucial role in the country's post-conflict recovery. While addressing immediate humanitarian needs remains a priority for many diaspora and local organizations, the workshop provided a platform for discussing how to engage the civil society in Ukraine’s long-term recovery efforts. “The Ukrainian diaspora shows unwavering commitment in responding to ongoing humanitarian needs in Ukraine. They also have the power and potential to support the recovery of Ukraine. More concrete steps need to be taken by institutional actors to ensure both diaspora and local actors are included in the recovery process and recognized for their efforts”, highlights Monika Grinschgl, Project Coordinator & Communications Advisor for the DRC Diaspora Programme. As part of Aspiring for Peace and Inclusion Research (ASPIRE) project our paper entitled ‘Redirecting attention towards refugees’ endeavours’, has been accepted to the Development Studies Association conference in 2024 (DSA2024). The paper is co-authored by ASPIRE Research Assistant and resident in Rhino Camp Refugee Settlement, Lokolo Martin. The paper examines cross-cutting issues of humanitarian protection, participation and peace based on ethnographic data from a refugee settlement in Uganda, between 2018 and 2024. On the one hand, the findings feed into the growing body of literature on the effect of the colonality inherent in humanitarian action. On the other hand, they suggest a way forward by re-directing attention to what refugees are doing – their actions towards self-protection, peace and influence: their ‘endeavours’. The theme of this year's conference ‘Social justice and development in a polarising world’, sheds light on social justice as a fundamental element to global development priorities, reflecting on the need for re-thinking humanitarian action and de-centering development strategies.
