The incumbent provides expertise for the oversight, direction and coordination of activities pertaining to complex public health and emerging science issues. Provides approaches to clinical and public health innovation. Renders expert analysis and advice, particularly those concerning policy, planning, formulation and presentation of public health issues.
Serves as the catalyst in driving health transformation efforts to determine where and when integration and coordination must occur to accelerate implementation of strategies to cure disease and extend quality of life. Identifies critical gaps in health technology and scientific research, while assessing the impact of public health programs on underserved populations.
Will serve and lead advisory councils, committees, and work groups on matters pertaining to the application of science, medicine, and innovation to promote efficiency, accelerate clinical innovation, foster collegial problem solving, and develop integrated solutions to public health challenges.
There is a minimum education requirement for 0601 series.
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
HHS has a critical preparedness and response mission: HHS protects the American people from health threats, implements research related to emerging diseases, and mobilizes public health programs with domestic and international partners. In support of this mission, HHS offers its employees the opportunity to volunteer to become Federal Civilian Detailees and contribute their unique skills through voluntary temporary assignments to humanitarian emergencies or Departmental priorities countering new and emerging health, safety, and security threats.
Salary:
Salary for Senior Executive Service positions vary depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.
Standards of Conduct/Financial Disclosure:
HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

If not previously completed, a background security investigation will be required for all appointees.
