Yes there are plenty. There's one in K( Wine and Beer shop), F and N block each apart from a few others. These are govt run shops that are closed on so called "dry days" or government holidays. There's also a 24 Seven store near Regal cinema from where you can buy wine and beer. Then there are numerous restaurants and pubs where liquor is served.

Rajouri is expensive, Karol Bagh has a lot of bargaining happening... same with janpath n Sarojini...Connaught place you can shop for expensive or high end clothes... Also there is a market called Palika Bazar in Connaught place which is the cheapest of all n you may find duplicate products for the originals there but in Palika n janpath n Sarojini, please beware of pick pockets...
