Victoria B. Wassmer, Assistant Secretary for Budget and Programs and Chief Financial Officer
Victoria has established and led high-profile organizations and programs in both the public sector and private industry for over 25 years. She joined the Department of Transportation (DOT) in January 2021, and is responsible for the Department’s $144.9 billion budget, including budget development and execution, agency-wide performance, program evaluation, enterprise risk management, financial management, internal controls, and financial reporting. She serves as the principal fiscal advisor to the Secretary.
Victoria’s joined DOT from Ernst & Young, where she served as a Managing Director in the government and public sector practice. Previously, she worked as the director of agency operations for DC Government. Victoria is no stranger to DOT, having served for many years as a Senior Executive for the Federal Aviation Administration (FAA). As the FAA’s first Assistant Administrator for Finance and Management, Victoria directed the agency’s $16.4 billion budget, led a workforce of over 3,000 employees, and oversaw the agency’s financial management, information technology, acquisitions, property, the operations of nine regional offices and the Mike Monroney Aeronautical Center. Other senior positions at the FAA include serving as the Acting Deputy Administrator and Chief NextGen Officer as well as the Chief Financial Officer.
Victoria also served as Vice President of Administration and Finance at the Millennium Challenge Corporation in 2010-2011. Other professional highlights include six years at the Office of Management and Budget and work as a research assistant at the Development Bank of South Africa after the first democratic elections in 1994. She holds a master’s degree in Public Policy from Harvard University and a bachelor’s degree in political science from Bryn Mawr College.
Joseph H. Jarrin, Deputy Assistant Secretary for Finance and Budget
Joe Jarrin was appointed as the Deputy Assistant Secretary for Finance and Budget in June 2022, after serving as the Senior Advisor for Management and Budget since December 2021. Joe previously worked for 25 years in New York City (NYC) government. Between 2016 and 2021, he served as the Executive Deputy Commissioner for the NYC Department of Transportation (NYCDOT), where he was responsible for the agency’s $1 billion annual operating budget and $17 billion ten-year capital program, and oversaw the agency’s administrative functions, including contracting, human resources, facilities management, information technology, and performance management. Before that he served as the chief financial officer for NYCDOT between 2007 and 2016. Prior to that he served in the NYC Office of Management and Budget for over ten years, overseeing budget allocations and spending for transportation services, as well as sanitation, parks/recreation, and emergency response.
During his career in NYC, among the major programs Joe was involved in, he directed the multifaceted budgets for major bridge reconstruction projects, including the East River Bridges and the Brooklyn Queens Expressway Triple Cantilever, Vision Zero street safety improvements, Staten Island Ferry replacement, Superstorm Sandy repairs, and the COVID-19 Pandemic shutdown and subsequent recovery.
He holds a Master’s in Public Administration from New York University and a Bachelor’s in Economics from the University of California, Santa Cruz.
Saesha Carlile, Deputy Assistant Secretary for Budget and Programs
Saesha Carlile serves as the Deputy Assistant Secretary for Budget and Programs, where she has responsibility for the Department’s budget formulation and execution, agency-wide performance, evaluation, and risk management, including the development of the Department’s annual budget request and performance and evaluation plans.
Prior to joining the Department, Saesha was the Chief Administrative Officer at the District Department of Transportation. During her time there, she positioned the Department to successfully execute on significant growth in its infrastructure portfolio. She also served as interim Chief of Staff to the Director. Prior to that, Saesha served as the Deputy Budget Director within the Executive Office of the Mayor of DC, where she led the capital and operating budget teams, spearheading the development of the Mayor’s $15.5 billion annual budget process across 100+ District agencies. Saesha also spent nearly 9 years at the Treasury Department, serving as the Director of the Office of Financial Management under the Assistant Secretary for Management. Saesha was also selected as the first Director of Shared Services for the Treasury Department, where she was responsible for the corporate oversight of the Treasury Franchise Fund and Treasury Working Capital Fund. Prior to that, she spent several years in senior analyst roles, most notably as the Department’s analyst for the Internal Revenue Service.
Additionally, Saesha has served in State and Regional agencies prior to her federal experience. Saesha has a bachelor’s degree in Liberal Studies, graduating summa cum laude from the University of Illinois and a Master’s Degree in Public Policy from Rutgers University. She currently lives in the District of Columbia.
Jennifer Funk, Deputy Chief Financial Officer
Jennifer Funk (Jen) is the Deputy Chief Financial Officer, where she is the principal advisor to the Assistant Secretary for Budget and Programs/Chief Financial Officer (CFO), as well as to DOT senior leaders, on issues involving the amended CFO Act of 1990 and related financial management reforms. As the Deputy Chief Financial Officer, she oversees the Annual Financial Statement Audit and DOT’s Internal Control Program, and provides strategic direction to DOT’s shared service organization, the Enterprise Services Center, which provides services to over 35 federal agencies. She is a responsible steward of the financial resources entrusted to DOT by conducting rigorous and continual oversight of the Department's financial management activities and providing policy and procedural direction to DOT Operating Administrations on financial management matters. Jen is the first woman to hold the Deputy Chief Financial Officer position at DOT.
Since joining DOT in 2005, Jen has led the launch of many high-priority, complex programs and initiatives including Federal Spending Transparency, the Department-wide Internal Control Program, the Digital Accountability and Transparency (DATA) Act, and grant management and reporting activities related to the Bipartisan Infrastructure Law implementation. She provides executive leadership on numerous government-wide boards and councils, including the Chief Financial Officers Council and its’ Financial Management Workforce Executive Steering Committee, the Grants Quality Shared Management Office, and most recently, the Shared Services Governance Board.
Jen began her federal government career at the National Aeronautics and Space Administration (NASA) and has held progressively responsible roles within the CFO’s office. In these positions, she provided advice, leadership and policy direction in various financial accounting, audit, accountability and reporting matters including the depreciation and capitalization valuation of assets and software. Having grown up as an Air Force dependent, Jen travelled the country cultivating a distinctive blend of adaptability and resilience that she infuses into her professional journey. She holds a bachelor’s degree from Saint Leo University with a concentration in Accounting and currently resides in Ellicott City, Maryland with her family.
Office of Budget and Programs
Laura M. Ziff serves as the Director of the Office of Budget and Programs. In this role, she oversees the development, implementation, and administration of the Department’s budget for ten operating administrations and the Office of the Secretary. Ms. Ziff joined the Office of Budget and Program Performance in 2002 as a budget analyst covering multiple operating agencies and the Highway Trust Fund. She has also served as the office’s Deputy Director from 2008 to 2009.
Ms. Ziff began her Federal career at the U.S. Coast Guard, where she worked on performance management issues. Prior to joining the Federal government, Ms. Ziff worked for the Council for Excellence in Government and the National Cooperative Business Association.
Ms. Ziff holds a bachelor’s degree from Georgetown University and a master’s degree in Public Policy from the Terry Sanford Institute of Public Policy at Duke University.
Erin P. McCartney, Deputy Director, Budget and Programs
Erin P. McCartney serves as the Deputy Director of the Office of Budget and Programs. In this role, he oversees the development, implementation, and administration of the Department’s budget, including ten operating agencies and the Office of the Secretary. Mr. McCartney has worked at the Department of Transportation since 2010 when he became Budget Director for the Federal Transit Administration. From 2013 to 2016 Mr. McCartney served as the Deputy Chief Financial Officer for the Federal Railroad Administration.
Mr. McCartney began his Federal government career in 1998 as a program examiner at the Office of Management and Budget, Executive Office of the President. During his time at OMB, he oversaw programs at the Department of Transportation, the Federal Emergency Management Administration, and the Small Business Administration.
Mr. McCartney holds a bachelor’s degree in Political Science from the University of Wisconsin-Madison and a master’s degree in Public Affairs with a concentration in Public Financial Administration from Indiana University.
Office of the Secretary of Transportation (OST) CFO
Devin Ure, Chief Financial Officer for the Office of the Secretary (OST)
Devin Ure has been serving as the Chief Financial Officer (CFO) for the Office of the Secretary within the Office of the Secretary (OST), where he has led the budget and financial management for the OST programs and offices. He oversees the budget formulation and execution of an estimated annual budget of over $5 billion, directed the internal controls, financial reporting, and financial policy. Devin has been instrumental in implementing the OST Bipartisan Infrastructure Law (BIL) programs and has led efforts in data visualization across the Department to better showcase the funding received with the BIL.
Devin joined government as an MBA Fellow for the Department of Labor in 2008 and worked as a budget analyst for Job Corps. He later joined the Department of Transportation (DOT) in 2012 as a financial analyst for the Office of Financial Management where he managed a $30 million budget for the upgrade of the DOT’s financial management system. Devin also served as a budget analyst for the OST-CFO and led the financial integration of the Research and Innovative Technology Administration (RITA) from an independent bureau to an office within the OST. Devin recently led the Volpe Transportation Center Working Capital Fund (WCF) in budget and financial management with an estimated annual budget of $400 million.
Devin received his Bachelor’s of Science in Business Administration from Utah Valley University and a Master’s of Business Administration from Thunderbird School of Global Management. Devin is a Certified Government Financial Manager (CGFM).
Devin and his wife Nicole have four children, Jonas, Alyvia, Anderson, and Charlee.
Carla Contee, Deputy Chief Financial Officer for the Office of the Secretary (OST)
Carla Contee serves as the Deputy Chief Financial Officer of the Office of the Secretary (OST) since June 2016 where she is responsible for providing leadership, advice and oversight of budget formulation and execution of OST’s annual budget, financial management, internal controls, and enterprise risk management.
Ms. Contee has worked at the Department of Transportation since 1996 in several positions within the Office of the Secretary, Office of the Chief Financial Officer/Assistant Secretary for Budget and Programs. Prior to becoming the Deputy Chief Financial Officer, Ms. Contee served as the Budget Officer for OST. From 2000 to 2011, Ms. Contee also served as a program analyst for several of the Secretarial Offices. Ms. Contee began her Federal government career with the Naval Research Laboratory in 1987.
Ms. Contee received a Bachelor of Science in Business Administration from Bowie State University.
Office of Financial Management
Daniel King has served as the Director of the Office of Financial Management since 2019, where he is the principal advisor to the Deputy Chief Financial Officer, as well as to DOT senior leaders, on issues involving the amended CFO Act of 1990 and related financial management areas. Dan oversees the Annual Financial Statement Audit, Enterprise Risk Management and Internal Control Program and manages financial systems and financial reporting for the Department. He provides responsible stewardship of the financial resources entrusted to DOT by conducting rigorous and continuous oversight of the Department's financial management activities and providing policy and procedural direction to DOT Operating Administrations on financial management matters.
Dan joined the Office of Financial Management as a Systems Accountant in 2009 and also served as the Associate Director for Financial Reporting and Internal Controls from 2015 – 2019. Dan has led the launch of many high-priority, complex programs and initiatives including the establishment of the Department’s Enterprise Risk Management Program and the Department’s transition to a new travel system and travel card provider. Dan has a Bachelor’s Degree in Business Administration from Longwood University and is a Certified Public Accountant.
Office of Credit Oversight and Risk Management
Michael Bouril serves as the Director of the Office of Credit Oversight and Risk Management. Mr. Bouril plays a key role in the execution and oversight of the Department’s more than $16 billion innovative finance portfolio by managing the Secretary’s credit oversight team and Credit Council. He also ensures the Department’s credit policies are consistently implemented across the operating administrations' innovative finance programs. Prior to assuming his current duties, Mr. Bouril spent five years as a credit program analyst in the Office of Budget and Program Performance, where he advised the Chief Financial Officer on loan applications and credit policy and assisted in the development and execution of DOT’s budget of more than $70 billion.
Mr. Bouril began his Federal career with the Department of Transportation’s Maritime Administration, where he worked as a financial analyst on the Maritime Guaranteed Loan program.
Mr. Bouril holds a bachelor’s degree in Economics from the University of Pittsburgh and a master’s degree in Business Administration from George Mason University.
Performance, Evidence, and Enterprise Risk
John D. Giorgis serves as the Director of Performance, Evaluation, and Enterprise Risk and the Department’s Risk Officer, Evaluation Officer, and Performance Officer Designate. He manages the implementation of key Departmental performance, evidence-building, evaluation, and enterprise risk management (ERM) activities required by the Government Performance and Results Act Modernization Act of 2010 (GPRAMA) and the Foundations for Evidence-Based Policymaking Act of 2018 (Evidence Act).
John was Director of the Office of Strategic Planning and Analysis at the Federal Transit Administration from 2012 to 2023, where he oversaw strategic planning, performance measurement, program evaluation, and data analysis. He also oversaw the development and implementation of FTA’s transit asset management rulemaking; modeling public transportation investment needs for DOT’s biannual Conditions and Performance Report to Congress; and the National Transit Database, which collects comprehensive data reports from every transit system in the country. He originally joined FTA in 2005 as a Presidential Management Fellow and was the National Transit Database Program Manager from 2007 to 2012.
John spent the first six years of his career as an economist at the U.S. Bureau of Labor Statistics working on a number of transportation-related industries for the Producer Price Index Program. During that time, he was also chairperson of the United States Subcommittee on Transportation and Warehousing in discussions with the governments of Canada and Mexico on developing the North American Product Classification System.
John grew up near Buffalo and Syracuse in upstate New York; he holds a bachelor’s degree in economics and geology from Case Western Reserve University and a master’s degree in applied economics from Johns Hopkins University.
