Neil Barofsky and Matt Cipolla of Jenner & Block LLP are the independent, federal co-Monitors of the New York City Housing Authority (NYCHA). They were appointed, effective February 28, 2024, under the Agreement between NYCHA, the City of New York, the United States Department of Justice (DOJ), and the United States Department of Housing and Urban Development (HUD) dated January 31, 2019. Under the Agreement, the Monitors will oversee NYCHA’s efforts to improve housing conditions at its properties in 8 areas: removing lead-based paint; providing adequate heat and hot water; reducing mold and moisture; providing adequate elevator services; managing pests and waste disposal; inspecting its properties and conducting repairs; completing needed capital projects; and reforming its organizational structure. The Monitors will also report quarterly on NYCHA’s efforts to improve housing conditions.
