Qatar supplies gas to Europe, vying with US to replace Russia supply

Qatar has agreed to supply Shell (SHEL.L) in the Netherlands with gas for 27 years, the second such deal with a European buyer in a week, as the Gulf state competes with the United States to help Europe replace lost Russian supplies.

Shell's agreement is identical to a TotalEnergies deal last week with QatarEnergy to supply France. Both are Qatar's biggest and longest gas supply deals with Europe.

Qatar, the world's top exporter of liquefied natural gas (LNG), has previously focused on long-term supplies to the Asian market.

But European Union buyers have signed deals to import gas to compensate for the loss of supply from Russia after the EU imposed restrictions on Russian energy imports in response to Russia's invasion of Ukraine last year.

Affiliates of QatarEnergy and Shell agreed to two sale and purchase agreements for 3.5 million tonnes of LNG a year (mtpa) for 27 years, QatarEnergy said.

The deal reaffirmed "Qatar's commitment to help meeting Europe's energy demands and bolstering its energy security with a source known for its superior economic and environmental qualities," QatarEnergy chief Saad al-Kaabi said in the company's statement.

Greenpeace loses legal challenge to UK's new North Sea oil and gas licences

Britain's decision to authorise new licences for oil and gas exploration in the North Sea was lawful, London's High Court ruled on Thursday, dismissing a legal challenge by Greenpeace.

The environmental campaign group had argued Britain's failure to assess the greenhouse gases produced by consuming oil and gas – so-called end-use or downstream emissions – rendered its offshore energy plan unlawful.

But lawyers representing Britain's Department for Energy Security and Net Zero said at a hearing in July that ministers were not required to assess end-use emissions, though they nonetheless considered them.

Judge David Holgate rejected Greenpeace's case on Thursday, saying in a written ruling that the decision not to assess end-use emissions was not irrational.

A Department for Energy Security and Net Zero spokesperson welcomed the decision.

"The industry is critical to strengthening our energy security – unlocking new technologies such as carbon capture and hydrogen opportunities – and will reduce our reliance on imports while supporting hundreds of thousands of jobs and growing the economy," they said in a statement.

Greenpeace said it planned to appeal the ruling.

Saudi Aramco Eyes Additional LNG Investments for Market Leadership

The chief executive of Saudi Arabia’s oil group Aramco, Amin Nasser, said his company is looking at more investments in LNG to boost its plans to become a leading player in the seaborne gas market.

“LNG is important…we’re looking at additional investments that are currently in the pipeline to be one of the leading players in LNG in the market,” Nasser told the Energy Intelligence Conference on Tuesday.

In September, Aramco said it had agreed to acquire a strategic minority stake in LNG company MidOcean Energy for $500 million, with an option to increase the size of the shareholding.

Aramco has previously considered an offtake and stake in Port Arthur LNG in the United States. The oil giant also trades in LNG.

President Biden thinks the future of renewable energy lies in hydrogen

One of the biggest bets of the Biden administration is that clean hydrogen will help the United States reach its climate goals, revitalize domestic manufacturing, and bolster a shrinking fossil fuel workforce. That’s a lot riding on an industry that barely exists today.

The term “clean hydrogen” can mean many things — some of which aren’t exactly clean. Hydrogen is the most abundant element in the universe, and it’s a very promising energy source that could power sectors of the economy that electrification and renewables currently cannot. But the pure hydrogen gas that works as fuel first needs to be produced, and that process can either be polluting or clean.

The US government is currently determining what counts as clean hydrogen, and the exact terms it agrees upon will have huge implications for what will effectively become an entirely new energy industry. Meanwhile, building the infrastructure to produce it wholly from scratch will be tough to pull off. That’s a problem a new system of so-called hydrogen hubs aims to fix.

“You get very few chances to set up the political alliances and funding of a new industry,” Craig Segall, vice president of policy at environmental policy group Evergreen, told Vox. “You never get a crack at this. It’s as if we were at the beginning of coal or gas.”

EU to scrutinise foreign subsidies for wind energy sector

The European Union plans to boost financial support for the wind energy sector and scrutinise subsidies of foreign wind product imports, as local manufacturers face increased competition from China, a document seen by Reuters showed.

The draft measures, which the European Commission plans to publish next week, would see the EU and its lending arm, the European Investment Bank, launch a scheme this year to counter-guarantee banks' credit exposures to wind industry suppliers.

The idea is to improve manufacturers' access to financing, at a time when they are being urged to massively expand capacity to help Europe reach its target to get 42.5% of energy from renewable sources by 2030 - nearly double today's share.

The draft document, which could change before it is published, said the EU would also closely monitor "possible unfair trade practices which benefit foreign wind manufacturers" including subsidies for products sold into the European market.

Poland Is Dreaming of Becoming a Nuclear Power

Many things may be set to change in Poland now that the country’s largest liberal-minded group of parties, called Civic Coalition, is potentially in a position to form the next government. One is the push to become a nuclear energy power.

The nuclear push is framed as belated climate policy after years of neglect. Poland’s energy system has nearly 80 percent dependency on fossil fuels—the highest in the EU. Crossing the German-Polish border by train, one quickly notices the spotty presence of wind turbines and solar arrays on the Polish side of the Oder River, in stark contrast to the German landscape, with jumbo clean energy parks lined up one after another. But Poland is no longer denying or ignoring the climate crisis. In fact, it thinks it has an answer for it.

The conservative government recently announced plans to build eight full-size conventional nuclear reactors at three locations and as many as 100 small modular reactors (SMR) in coming years.

The groundwork for one advanced pressurized water reactor (PWR)—the very first nuclear power plant on Polish soil—has already begun. In September, one of Poland’s state-owned utilities contracted the U.S. firms Westinghouse Electric and Bechtel to develop an AP1000-model PWR that is supposed to commence energy generation in just 10 years’ time. The price tag: $20 billion—and counting.

“Our energy system of the future will have two pillars: renewables and nuclear power,” said Poland’s deputy minister of climate and environment, Adam Guibourge-Czetwertynski.

Plus Power completes US$1.8 billion financing for 2.76GWh of Arizona and Texas BESS

BESS developer and operator Plus Power has completed a US$1.8 billion financing for five projects in Arizona and Texas, including over US$400 million in tax equity and US$700 million for a single standalone project, the largest to-date.

The financing includes construction and term loans as well as tax equity financing for five projects totalling 1.04GW/2.76GWh of battery energy storage system (BESS) projects in Texas and Arizona. The three Texas projects are 2-hour duration while the two in Arizona are 4-hour systems.

The 250MW/1,000MWh Sierra Estrella BESS project in Arizona, on which construction started in April 2023, will be the biggest recipient with US$707 million in financing.

That is the largest financing for a standalone BESS project to-date, Plus Power said, and comprises US$202 million in tax equity from Bank of America and US$505 million in construction financing, term loan and a letter of credit.
