hot off the press: our new paper on countering #disinformation and #ForeignInformationManipulationandInterference (#FIMI) https://lnkd.in/efBh5bt6 The study provides a comparative analysis of the most prominent state agencies established to counter disinformation and foreign influence, featuring examples from the #US, the #EU, #Germany, #France, #Sweden, #Ukraine, #Taiwan. The analysis evaluates the institutional approach of these agencies by examining their design and set-up, available resources, main focus of activities, methodological orientation, and communication strategies (horizonal distribution of expertise among government structures and/or vertical public outreach). -> Our aim: to provide background knowledge and orientation to the public and policy-makers -> Advantages of anti-disinfo agencies: public awareness, dedication of state resources to fighting disinformation, tracking and assessing disinformation and intra-government cooperation. -> Pitfalls: over-bureaucratization, slow administrative processes and even blockages, lack of sufficient information-sharing with intelligence services, public mistrust against anti-disinfo agencies, an overfocus on communication of disinformation threats within government rather than consistently reaching out to the wider public. The discussion is expertly moderated by journalist and author Moises Naim, and covers key analysis and learnings from the report, featuring authors Iria Puyosa (Atlantic Council Digital Forensic Research Lab (DFRLab) and Mariví Marín Vázquez (ProBox), and commentator Fabiola Córdova (National Endowment for Democracy). A few 🗝 points from the discussion: WHAT WE KNOW 💡 In Latin America, Russia, China, Iran, and other global authoritarian powers are actively working to undermine democracy, and we know that these efforts have increased significantly since Russia’s full-scale invasion of Ukraine. 💡 Regional powers like Venezuela and Cuba are collaborating closely with these global powers, amplifying messaging, and providing technical assistance and funding in support of an entrenched authoritarian messaging ecosystem. 💡 There is a growing constellation of civil society organizations, journalists, fact-checkers, researchers, and others working to secure the integrity of the information ecosystem across Latin America. I recently attended a media seminar commemorating the 73rd anniversary of mass media in Laos. The discussions were enriched not because of their depth but their breadth and diversity. Central to our dialogues was the surge of social media and the rise of the “everyday” social media journalist. The pervasive challenge of false propaganda across ALL factions underscored the need for discernment in today's information age. In Lao, a colloquial term for “information warfare” can be back-translated as “saliva warfare” (our version of war of words)! We also discussed the importance of preserving the Lao language's integrity online. This was also quite interesting: participants explored the media's role in nation-building and discussed harnessing its power for positive change and crafting “dignified” and also prudent responses to critiques against Laos. Additionally, the seminar shed light on navigating and identifying the growing menace of digital scams. Also very pleased that the presence and opinion of private media were not only welcome but sought after.

The 2nd Media Observatory Report is out! The Media Observatory Reports (MORE) are part of the multilayered project #ALGREE – Albania-Greece: Understanding. Connecting. Partnering. implemented by the South-East Europe Programme of #ELIAMEP. Each MORE is the fruit of systematic monitoring of key Greek and Albania media and offers a well-balanced mix of political insight and fact-driven analysis on the impact of Albanian media reporting of Greece and Greek media reporting of Albania on issues of common interest. It principally aims to filter out the noise that typically accompanies the media stories on the unresolved bilateral issues. The second issue is the outcome of a monitoring period between December 2022 – February 2023 and features: Mitsotakis’ first visit to Albania: unfortunate statements, apologies, and the bad weather. Dendias in Tirana once again: Turkey as the third factor in Greek-Albanian relations.
