Born on August 14, 1970, to Kenneth Smith and Rita Devins Rainey in Carthage, Missouri, James grew up with a spirit of dedication and service. After graduating from Neosho High School in 1988, he married Cindy and went on to serve his country in the US Army, achieving the rank of sergeant as a military police officer. Following his military service, James embarked on a successful career in banking, culminating in his role as president and CEO of FMS Bank in Greeley, Colorado.
