I recently attended a workshop hosted by the Center for Security and Emerging Technology (CSET) at Georgetown University, on the opportunities of securing critical infrastructure in the age of AI. I enjoyed engaging with other experts on this important topic and discussing the challenges identified in Executive Order 14110, and its implications for cybersecurity more broadly.

Great to connect with my fellow Aspen U.S. Cybersecurity Group members in Cary, NC recently. The group engaged in important discussions around planning for the risks of tomorrow, including preparing for a post-quantum future, the next cybersecurity risk hot spot, developing a framework on in and outbound investment, addressing the security challenges of open-source software, and assessing the future of cybercrime. The Columbia | SIPA capstone team has developed a groundbreaking framework for evaluating cyber defense assistance, applicable to current and future conflicts that involve a cyber component. The report was presented to CDAC's stakeholders at the Convening. Appreciate the hard work and the larger community's interest in the framework.
The Cyber Defense Assistance Collaborative (CDAC) is thrilled to announce the publication of the groundbreaking evaluation framework on Cyber Defense Assistance (CDA). Sponsored by CDAC and authored by Columbia | SIPA graduate students, this report applies existing research across multiple disciplines–including cybersecurity, defense assistance, and foreign aid–to the growing field of CDA. The report provides a comprehensive approach across five key pillars: Operational Success, Efficiency, Strategic Planning, Friction, and Sustainability. In the face of current and future conflicts, this framework seeks to provide an evidence-based approach to deliver and optimize CDA to defend nations under attack in the cyber domain. Excited to share my new role as an advisor to Red Cell Partners' Cyber Practice, led by Former Deputy Director of the NSA, George Barnes. I bring my demonstrated experience in cyber defense across both public and private sectors to the Cyber Practice where we seek to confront the nation’s most pressing cyber challenges and drive impact through innovative approaches in the defense tech industry. We will be looking to identify initial cyber ideas for seed funding as well as the types of early-stage company leaders that can bring these ideas to fruition. Great to connect with my fellow Aspen Global Cybersecurity Group members in Spain this week. As always, I enjoyed engaging in conversations around topical issues in cybersecurity, including critical infrastructure resilience, supply chain security, the post-quantum future, cyber norms, and addressing global election security. The group also discussed the role of volunteers and nonprofits in cybersecurity, and I discussed with many participants the ongoing work of the Cyber Defense Assistance Collaborative (CDAC) as well as the potential for stronger US-Japan public-private partnership in cyber.

I recently traveled to Tokyo for a number of productive meetings with senior officials from the Japanese government and private sector, including representatives from the National Center of Incident Readiness and Strategy for Cybersecurity (NISC), Digital Agency, Government of Japan, NTT, the IPA: Information-technology Promotion Agency, Japan, ISTARI, Recorded Future Japan, NSS, and many others. We discussed the potential for a new initiative that I call the CTP4—Cyber Trans-Pacific Public-Private Partnership—and received broad support. My visit highlighted that stakeholders in Japan and the US are interested in such an initiative that would help progress US-Japan cyber collaboration. Looking forward to continued dialogues and efforts.

I recently participated in a session at Columbia | SIPA with senior officers and government civilians studying at the National Defense University (NDU) to discuss the cyber conflict in Ukraine and my work with the Cyber Defense Assistance Collaborative (CDAC). I discussed the recent trajectory of cyber conflict in Ukraine, the key players, and events, before providing a detailed overview of CDAC and lessons learned from our assistance to Ukraine as the conflict enters its third year. Great to engage with national security leaders on these pressing issues.
