This position paper calls for a comprehensive EU industrial and innovation policy that: 🔗 Interconnects regional ecosystems, fully recognizing the importance of regional dimensions in industrial and innovation policies. 🛠️ Develops new approaches and tools to connect Research & Innovation (R&I) support with industrial deployment. 🔬 Utilizes Smart Specialisation principles to shape innovative EU value chains. 🚀 Focuses on the critical role of SMEs and start-ups in driving innovation. Over the past ten years, the Vanguard Initiative has made significant contributions to regional innovation policies and programs: 🌟 VI Pilots have inspired the creation of the Commission’s S3 platforms. 🏗️ The VI 3-layer model has influenced the conception of the I3 instrument. 📜 Our work has contributed to the EU Innovation Agenda and the Regional Innovation Valleys.
