House lawmakers recently added a Tenant Right of First Refusal to the Housing Bill, and it remains a terrible policy choice. I will always fight to educate everyone on what we need to do to incentivize housing production- and TOPA (short for the official name “Tenant Opportunity to Purchase Act”) will have the opposite effect. Washington DC is the only jurisdiction where this is currently in place, and we have seen the detrimental effect it has had on small property owners, tenants, and other stakeholders concerned. Housing production was stifled, and that remains the biggest obstacle in our housing shortage dilemma. I had the pleasure of being a panelist in a recent discussion for the SPOA Housing Policy Series about various strategies for owning, managing, and investing in real estate.
