Supervisor of Distribution and Collection Systems Job Description
Education: Bachelor degree in Business or Environmental Sciences or 10 years relevant experience demonstrating increasing level of responsibility.
Knowledge: Ability to plan, maintain and manage efficient collection and distribution operation. Excellent communications skills and ability to write technical documents. Ability to read and comprehend reports of engineering proposals, procurement proposals and contract documents, including plans and specifications. Sufficient knowledge to operate all water distribution,and wastewater collection systems to meet or exceed state and federal regulations. Working knowledge of computer programs to include CS Datum, Microsoft Word and Excel.
Special Requirements: Possession of a valid PA driver’s license. Possession of or acquisition within six (6) months, a PA DEP Water Distribution Certification, Class E, Distribution, and Possession of a PA DEP Wastewater Operators Certification E4 for Sewage Collection System Operator. Will require submission of a Criminal History
Report and three year Driver’s History Report.
Physical Requirements
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier and fax machine. Physical activities may include some standing, walking, moving, climbing, carrying, lifting, bending, kneeling, crawling, reaching, handling, pushing and pulling. Must be mobile and able to examine infrastructure including climbing in and out of manholes and utility vaults.
WorkingEnvironment
May be subjected to noises consistent with that of heavy constructions equipment and machinery. May be subjected to indoor and outdoor environments of extreme cold and hot temperatures, bright sun, rain, freezing rain and snow.
Description of Duties
This position will oversee the Wastewater Collection and Water Distribution Department in the management, supervision and Maintenance of the Red Lion Municipal Authority water and sewer system.

Areas of responsibility include the supervision of operations and maintenance of the following:
All Authority Buildings and Grounds
Raw Water Impoundments, Intakes and Pumping Stations
Raw Water Transmission Mains and Appurtenances
Water Treatment Plant Equipment
Finished Water Transmission Mains
Finished Water Reservoirs
Finished Water Distributions System
Sanitary Sewer Collection System
Sanitary Sewer pumping Stations
Perform Human Resource functions to include:
Review employee evaluation
Perform performance evaluations on department employees
Develop and/or update Job Descriptions
Research, recommend and schedule training for system operators to maintain DEP Certification
Research and schedule safety training as necessary to meet the requirements of the Red Lion Municipal Authority Safety Policy
Administer the employment policy as set forth in the Red Lion Municipal Authority Employee Handbook and the Collective Bargaining Contract
Perform Managerial functions to include:
Coordinate with Authority Superintendent on shared insurances
( health, dental, eye care, workers compensation, pension, liability)
Investigate property and equipment insurance costs and make recommendations to the Superintendent
Keep appraisals updated on additions and upgrades to properties, buildings and equipment
Review and make recommendations for water distribution, and sewer collection system repairs, upgrades and replacements
Make recommendations for equipment repairs and replacements
Make recommendations to the Superintendent for water and sewer system improvements and operational changes
Administration of Authority Policies
Insure that Operation and Maintenance of the collection and distribution system are in compliance with Safe Drinking Water Regulations
Review proposed water system improvements (ie. developer funded water system extensions) with Authorities Superintendent
Attend Meetings as directed by the Authority, or the Authority Superintendent
