Description Of Job

Do you like it when projects are delivered on time and on target? As our new Senior Project Manager Of Governance you will collaborate, at the direction of the Manager of OIT EPMO Governance, with your peers across the Project Management Office to create and maintain policies and strategies that ensure business-focused objectives, processes and procedures, as well as consistency in how projects and systems are planned, budgeted, managed and controlled throughout their life cycle. You will educate your peers and evangelize overall project governance and reporting for all OIT projects.

Some Of The Day To Day Opportunities Include

Providing project governance for all OIT projects.

Managing governance meetings, reviewing documentation, approving or

rejecting requested validations, providing recommendations and managing regular interval project reviews.

Creating, reviewing, updating and communicating policies, strategies and procedures related to project governance, project

management and portfolio management.

Collaborating across the organization in defining, documenting and communicating Agile project management best practices

Provide project governance for all OIT projects.

Acting as an evangelist for Hybrid Project Methodology (Traditional/Waterfall and Agile/SCRUM practices within the state).

Providing training across the organization on project and portfolio management policies, strategies and procedures.

Consultation activities on how to best perform work delivery options for Portfolio and Project Management following industry standards, State Standards, State legislation and published adopted standards.

Be a key consultant of the future directions of the Governance models and the operational model for EPMO Governance, supporting systems, training and documentation.

Utilizing the PPMS to monitor, maintain and update project information and governance tracking at an expert level to include coaching and training.

Be part of a testing team for PPMS changes and updates as they are developed.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or

education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications

A minimum of eight (8) years experience that includes a combination of IT and IT project management for large, complex projects and/or project portfolio management, which demonstrates strong relationship building and management skills, collaboration, communication, and organizational skills. Experience must also include:

Experience defining and enforcing a comprehensive project governance framework (standards, processes, procedures, reporting, guides, etc.)

Substitutions

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications

Relevant IT certifications (e.g. Scrum, ITIL, ADKAR, Lean, Six Sigma, etc.)

PMP Certification.

Agile and Scrum methodology experience.

Knowledge of software development methodologies, system implementation and integration and/or a technical discipline.

Strong quality and customer service orientation.

Conditions Of Employment

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. There is no form of relocation assistance, financial or otherwise, available for any position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
