Senior Policy and Program Advisor

Job Summary

This position is located within the Department of Human Services (DHS), Family Service Administration (FSA). The Family Services Administrator is a mission-critical leader in the District’s efforts to End Homelessness, an effort that is a top priority for the Department and elected leaders. FSA is also comprised of five (6) services: Strategic Management and Policy, Community Services, Adult Homeless Services, Family Homeless Services, Youth Services Division and Administrative Operations.

The Senior Policy and Program Advisor serves as a Deputy to the FSA Administrator with a particular focus on strategy and performance. The successful candidate will use high-level policy and program advisory skills and experience on a full range of complex policy and program issues. The incumbent will serve as a key leader on critical projects related to organizational and operational change initiatives to ensure effective implementation of agency policies and priorities, review the effectiveness of ongoing policies and programs, and recommend redirection, as needed, to assure attainment of goals and objectives.

Duties And Responsibilities

The incumbent works with the Administrator and the leadership team to craft a strategic plan for the Department; directs organizational and operational change initiatives to ensure effective implementation of agency policies and priorities; reviews the effectiveness of ongoing policies and programs; and recommends redirection, as needed, to assure attainment of goals and objectives.

The incumbent Participates in top-level discussions on policy and program developments. Monitoring policy development and implementation of programmatic activities. Ensures that decisions are effectively messaged and efforts throughout the Department are aligned accordingly. Manages a team who provides analysis, planning, implementation, change management and organizational development support. Facilitates the development of annual and strategic plans for the Department or within the assigned administration and ensures the activities and priorities of the administration is adequately aligned and supported. Leads the development and implementation of tactical project plans targeting new priorities or operational areas in need of improvement to ensure accountability and intended outcomes are reached.

Qualifications And Education

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.

Tour of Duty: Monday-Friday, 8:00 a.m. - 5:00 p.m.

Pay, Plan, Series & Grade: MS-0301-15

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Duration of Appointment: Management Supervisory Service (MSS) - At-Will

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
  • Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
