Position Description

The Office of Labor Standards (OLS) leads the nation in innovative wage, labor and workforce practices that enhance equity, address wage gaps, and create a fair and healthy economy for workers, businesses, and residents. Our mission is to advance labor standards through thoughtful community and business engagement, strategic enforcement, and innovative policy development, with a commitment to racial equity and social justice.

We are hiring a strategic and community-focused Outreach Manager to join the team! This key leadership role will be instrumental in growing the organization by developing, driving, and leading the department's outreach and education strategy. You will be responsible for managing and mentoring the Outreach team of four (4) Labor Standards Specialists, ensuring effective and efficient execution of our initiatives. Additionally, you will provide oversight of contract funds dispersed by OLS. You will play a pivotal role in promoting workplace equity and helping employers comply with labor standards!

Job Responsibilities

Here Is More About What You Will Be Doing

Champion Equity: Apply a race and social justice lens to all work. Engage in efforts to eliminate racial disparities and achieve equity in City government and the community. Refine engagement, training, and education methods for diverse businesses and workers, particularly those facing economic, structural, and language barriers.

Lead a Team. Manage, encourage, and support a team dedicated to public engagement on labor standards. Lead the development and implementation of strategic plans for outreach and education of the public. Support and cultivate the team's leadership and growth potential.

Outreach Strategy. Collaborate to develop and staff business and community outreach activities. Plan and facilitate public meetings and trainings, both online and in-person. Establish metrics to evaluate outreach effectiveness.

Community Engagement. Form relationships with businesses, community partners, and organizations to promote labor standards compliance. Develop innovative engagement and education strategies for businesses on Seattle labor standards. Implement outreach strategies to reach low-wage workers and underserved communities.

Provide Consultation. Advise management and staff on emerging community and business concerns on issues addressed by OLS’s mission. Work in partnership to promote our values of inclusion and accountability to those most impacted by racism and institutional biases.

Communication Planning. Work with the Communications Manager to develop and implement communications strategies across various mediums to educate and support workers and businesses on Seattle's labor standards.

Contract Management Oversight. Oversee staff managing over $7 million in contract funds annually.

Strategic Development. Support the office’s efforts to develop innovative ways to enforcement and outreach that involve cross team collaborations and community partnerships.

Effectiveness in this role will depend on your ability to:

  • Integrate anti-racist, anti-poverty, and anti-oppression principles and promote equity through business outreach, education initiatives, and community engagement.
  • Advocate for the needs of BIPOC and refugee communities.
  • Lead, supervise, and empower teams to achieve tangible results through mentorship, coaching, and collaboration.
  • Navigate and collaborate with a diverse range of internal and external partners, demonstrating savvy in addressing complex situations, tackling challenges, and resolving disputes.
  • Effectively lead projects, prioritize tasks, and deliver outcomes in a fast-paced, collaborative environment.
  • Develop and deliver engaging outreach and education strategies for diverse community members and businesses.
  • Commit to listening and creating space for varied perspectives, pursuing inclusive and just outcomes.
  • Communicate with clarity and tact, build positive relationships, and demonstrate strong interpersonal skills.
  • Create and lead trainings and presentations.
  • Be accountable for results and innovation.
  • Collaborate to design and implement OLS short- and long-term priorities.

We are looking for the following experience, knowledge, and skills:

  • Strong leadership and people management skills.
  • Deep understanding of racial equity and social justice principles, with the ability to apply this knowledge to your work.
  • Expertise in local, state, and federal employment laws, including Seattle's labor standards.
  • Demonstrated success in creating and implementing effective engagement and outreach strategies.
  • Experience in advancing workers’ rights, racial and social justice work, and/or business background.
  • Budget preparation and oversight, especially in public sector processes would be beneficial.
  • Strong contract management skills.
  • Effective communication and relationship-building abilities.
  • Proficiency in Microsoft 365 for communications, data analysis, and reporting.

Additional Information

This position is classified as a Manager 2, CSPI&P. It is covered by the Civil Service and exempt from the FLSA. The full salary range for this classification is $52.50 – $78.78 / per hour. The identified annual salary for this role is $140,006.66 ($67.053/hr based on 2088 hours).

This role may be required to work nights, evenings, weekends or attend meetings at locations outside of the office. This position offers the flexibility of a hybrid work schedule. Individual schedules will be based on agreement between the employee and management.
