The Treasury Division at the Federal Reserve Bank of St. Louis supports the U.S. Department of the Treasury in their efforts to promote financial integrity and operational efficiency in the federal government. The St. Louis Treasury Division supports 12 different Treasury programs or systems and is one of three primary service provider locations in the Federal Reserve System for Treasury operations and technical support. The St. Louis Fed is hiring an Officer / Assistant Vice Presidents who will oversee the Treasury Debt Management System (TDMS) business line. Reporting to a Vice President, you will lead a team of individual contributors and leaders. The Treasury Division supports the US Treasury by providing product leadership from planning to delivery with a focus on creating value. The team also handles analytics, cloud operations, communications, daily operations and production support.

Responsibilities

  • Develop relationships with Treasury officials, appropriate Treasury members and key stakeholders.
  • Work with Treasury counterparts to develop long-term and short-term goals that support Treasury's business direction and strategies; and on annual basis, develop our Fiscal Agent business and financial plans.
  • Provide direction, develop and mentor a team of individual contributors and leaders.
  • Cultivate an environment that encourages innovation, teamwork and embraces diversity, equity and inclusion.
  • Ensure you and your staff maintain the expertise necessary, including product and program management expertise, to provide high-quality, ongoing support and input to Treasury officials as they set direction for the business.
  • Develop policies and operational practices that ensure delivery of business results.
  • Ensure business line staff follow proper controls for all business line information.
  • Establish financial plans and manage the business within the Treasury established budget cap. Oversee financial analysis to ensure adherence to forecasts and prescribed service models.
  • Report product and budget status to Treasury and other stakeholders.
  • Establish performance/quality measures that ensure the Treasury's needs are met and a high level of customer satisfaction is being maintained.

Qualifications

  • Bachelor's Degree in Business or similar field of study or commensurate experience.
  • 10 years related experience including 5 years of management experience including coaching employees with responsibility for staffing decisions, developing teams, and performance evaluations.
  • Product management, analytics and operations experience with the ability to lead multiple highly visible initiatives concurrently.
  • Ability to present ideas in business and user-friendly language to all audiences.
  • Experience leading Treasury products through operations and modernization efforts highly preferred.
  • Excellent relationship management and collaboration skills with all levels of an organization and its partners.
  • Experience driving strategy and results in a complex matrixed organization.
  • An accessible, customer-focused leadership style that balances responsiveness with strategy in an organizational setting.
  • A demonstrated commitment to diversity and inclusion.
  • Experience leading hybrid teams is beneficial.
  • Hybrid work schedule is 3 days onsite per week.
  • Candidates with less experience may be considered at a lower job grade or salary.
  • Travel (10%-15%)
