Background

The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues, from countering terrorism, border security and transnational threats such as human trafficking to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.

In 2022, the Ministry of Foreign Affairs (MFA) following the initiative to intensify economic diplomacy and strengthen work primarily in attracting foreign investments and facilitating the export of domestic products, created a department for economic diplomacy.

Given this prioritization, the POiB launched the project “Strengthening Economic Connectivity and Enhancing Export Promotion” and, within two consecutive years, strengthened the export environment in the Kyrgyz Republic through two key interventions: i) capacity building of government officials and relevant stakeholders, and ii) raising awareness among entrepreneurs and potential trade partners, including initiatives to boost visibility.

To continue supporting the host state’s efforts to intensify economic diplomacy, POiB will support the MFA Economic Diplomacy Department with the development of a user guide on economic diplomacy, "Promoting economic diplomacy in the host country: theoretical and practical tools."

Objective Of Assignment

The expert will develop a user guide on economic diplomacy, "Promoting economic diplomacy in the host country: theoretical and practical tools," with the approved content for the simplification of the working process and training purposes of the MFA Economic Diplomacy Department.

Duration Of Assignment

3 months.

Tasks And Responsibilities

Under the overall supervision of the National Economic Officer and Head of Economic and Environmental Department, the successful candidate will be tasked with the following duties:

  • Conduct in-depth research and review of relevant literature/documents on the principles, strategies and best practices of economic diplomacy in developing countries and especially their applicability to Kyrgyz Republic;
  • Analyze the economic landscape and review relevant statistics of the Kyrgyz Republic to identify key diplomatic priorities;
  • Develop a comprehensive and thorough guide on Economic diplomacy;
  • Consistently collaborate with the Ministry of Foreign Affairs (MFA) Economic Diplomacy Department, diplomats, economists, and policy analysts from the Ministry of Economy (MoEc) and the National Investment Agency (NIA) of KR to ensure the accuracy and comprehensiveness of the material;
  • Present the developed methodology to stakeholders, ensuring that it reflects their collective insights and perspectives.

Deliverables

  • Submitted detailed summary of analysis on economic diplomacy;
  • Conduct online/offline meetings with primary stakeholders;
  • Submit the final draft of the guide on Economic diplomacy with relevant annexes, including the following sections;
  • Introduction to economic diplomacy;
  • Diplomatic processes and diplomatic protocol;
  • Speech writing, economic reporting and analysis, reporting templates, writing abstracts;
  • Best practices in economic diplomacy;
  • Regional and global economic trends and their impact on the KR economy;
  • Practical exercises for knowledge consolidation and simulation exercises of economic negotiation;
  • A consolidated list with relevant books, articles, websites, links to databases and research institutions focusing on economic diplomacy and investment;
  • Present the developed guide to the relevant stakeholders;
  • Submit deliverables reports (interim and final) and related information materials as a result of consultancy performance.

Necessary Qualifications

  • University degree in international relations, economics, political science or related fields;
  • Minimum 5 years of professional/working experience in the field of diplomacy, international organizations, research institutions or private sector preferably with an emphasis in the economic field;
  • Knowledge of high-quality speech and theses writing, formal reporting, and documents for diplomatic use;
  • Proven ability to produce clear, concise and comprehensive analytical and strategic documents;
  • Professional fluency in Russian and Kyrgyz language, both oral and written; excellent knowledge of English;
  • Skills in conducting system analysis of economic information and data;
  • Ability to identify key factors and trends influencing economic diplomacy;
  • Ability to establish and maintain strong relationships and to influence others and move toward a common vision or goal;
  • Flexibility, ability to work under minimum supervision and deliver against tight deadlines;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint) and the Internet.

Remuneration Package

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
