The SCA’s Architecture and Engineering Department is responsible for development of scope, design, and construction documents for new school buildings, additions, lease conversions and renovation work of existing schools for New York City’s approximately 1.1 million students. Our projects are intentionally and thoughtfully designed; positive impact design is at the forefront of all our projects.

Our In-House studio is a multidisciplinary practice that is responsible for designing some of the largest and most complex schools in our 1,500+ school portfolio as well as renovation work to existing schools. Our other two studios manage external consultants from design inception to completion. Our three studios are comprised of talented architects and engineers who are driven to deliver high quality custom designed, sustainable, and resilient public schools.

Job Description Summary

The Mechanical Engineer (HVAC Engineer) reports to a Director, Managing Engineer or higher assignment level Engineer. The mechanical engineer functions as a project team leader in the design of HVAC system in school buildings. Responsible for the preparation of scope reports and design documents, including drawings and specifications. May supervise work of other engineers and Associates Engineers.

Job Description

Responsibilities include:

  • Provides overall engineering/architectural coordination for projects; performs and/or supervises the preparation of scope, pre- schematic, schematic, preliminary and construction documents, including reports, drawings and specifications of HVAC Systems. Works with a wide range of technical, professional, managerial and support personnel as well as outside consultants, contractors, vendors and various government agencies
  • May function as project or team leader, reporting to A&E Director, Managing Engineer or Architect to plan and coordinate work with other Engineers and Architects
  • May direct lower-level Engineers or Architects, Quality Assurance Specialist, Technical Inspectors, Associate Architects/Engineers and Architectural/Engineering Technicians, working on several less complex design projects, up to and including small primary schools, partial modernizations, additions, leased space planning and Capital Improvement Projects.
  • Ensures compliance to codes, standards, and that the project is completed on schedule; resolves any problems that occur.
  • Performs design review of HVAC Systems of multiple projects; performs review of CIPs and Capacity Projects.
  • Assists in preparing new design standards and procedures in reference to HVAC Systems.
  • Mentor and trains staff on SCA standards and procedures.
  • Handle multiple projects at the same time.
  • May serve as a member of project teams
  • Monitors the progress of the construction phase of the project in reference to HVAC Systems; conducts site observations, prepares field reports, assists in the preparation of punch lists and deficiency reports, reviews and/or supervises the review of contractor's submittals; reviews reports.
  • Maintains and develops general understanding of architectural and engineering principles.
  • May be required to sign, seal, and file engineering drawings and documents.
  • Work with a wide range of technical, professional, managerial and support personnel as well as outside consultants, contractors, vendors, and various government agencies.

Engineer A

  • Performs and/or supervises the preparation of scope, pre-schematic, schematic, preliminary and construction documents including reports, calculations, drawings, and specifications, provides overall coordination for in-house design projects in reference to HVAC Systems.
  • May function as a project leader to plan and coordinate work with other Engineers and Architects; may direct, Quality Assurance Specialists, Technical Inspectors, Associate Engineers/Architects and Architectural/Engineering Technicians working on several less complex design and construction projects, up to and including new small primary schools, partial modernizations, additions, leased space planning, and several Capital Improvement Projects (CIP).

Engineer B

  • May function as project leader to plan and coordinate work with other Engineers and Architects; may direct Engineers, Architects, Quality Assurance Specialists, Technical Inspectors, Associate Engineers and Associate Architects, and Architectural/Engineering Technicians, working on several more complex design projects such as new large primary schools, small intermediate schools, special types of buildings, full modernizations, large additions, and specialized and/or numerous CIPs.
  • May act as the HVAC leader in a department to train and develop internal staff in mechancial engineering discipline and may chair or participate in department seminars and workshops. Provides mentoring for professional development of lower-level employees such as engineers, associates, and technicians.
  • Trains New York City School Construction Authority (NYCSCA) employees and contingent staff, as well as outside design consultants, on NYCSCA.
  • Performs the duties of Engineer - A when necessary.

Engineer C

  • May function as a project leader to plan, assign and direct the work of Engineers, Architects, Quality Assurance Specialists, Technical Inspectors, Associate Engineers, Associate Architects, and Architectural/Engineering Technicians working on multiple, highly complex, difficult design and construction projects. Acts as leader of multiple projects and/or leader of the HVAC sub-discipline as part of the project. Ensures compliance to codes, standards, and that the project is completed on schedule. Resolves any problems that occur. May manage and supervise the efforts of 10 or more engineers (Engineer B's and Engineer A's), associates, and technicians. May act as Managing Engineer in the absence of the Managing Engineer.
  • Performs and/or supervises the preparation of scope, pre-schematic, schematic, preliminary and construction documents including reports, calculations, drawings, and specifications, provides overall coordination for in-house design projects in reference to HVAC Systems.
  • Trains New York City School Construction Authority (NYCSCA) employees and contingent staff, as well as outside design consultants, on NYCSCA standards and procedures.
  • Performs the duties of Engineer – B or Engineer - A when necessary.

Minimum Qualifications

HVAC EXPERIENCE REQUIRED FOR ALL LEVELS

Level A requires: A valid New York State license as a Professional Engineer. Current NYS registration must be maintained for duration of employment. Baccalaureate degree required.

Level B requires: A valid New York State license as a Professional Engineer and current NYS registration must be maintained for duration of employment; and three years of full-time, paid post-licensure experience as a Professional Engineer; two years must be as a project engineer; project, team, or squad leader; or comparable level of responsibility. Baccalaureate degree required.

Level C requires: A valid New York State license as a Professional Engineer and current NYS registration must be maintained for duration of employment; and six years of full-time, paid post-licensure experience as a Professional Engineer; three years must be as a project engineer; project, team, or squad leader; or comparable level of responsibility. Baccalaureate degree required.

Salary

  • Level A salary range: $71,693.00 - $111,775.00 annually

Level B salary range: $83,732.00 - $130,492.00 annually

Level C salary range: $88,335.00 - $143,517.00 Annually

Subject to the provisions of the Collective Bargaining Agreement, the appointment rate for any newly hired employee, or employees with less than two years of active City or SCA service, shall be 15% less than the applicable incumbent rate or step.

Selective Certification for Special Experience: Electrical: a minimum of four years of experience specializing in electrical work; his can be any combination of pre-licensure and post-licensure work; post-licensure work is not required. Heating, Ventilation, and Air Conditioning: a minimum of four years of experience specializing in heating, ventilation, and air conditioning work; this can be any combination of pre-licensure and post licensure work; post-licensure work is not required. Plumbing and Drainage: a minimum of four years of experience specializing in plumbing and drainage work; this can be any combination of pre-licensure and post-licensure work; post-licensure work is not required. Structural: a minimum of four years of experience specializing in structural work; this can be any combination of pre-licensure and post-licensure work; post-licensure work is not required.
