Job Description Summary:
The Division of Safety & Facilities brings together University Resilience; the GW Police Department; Facilities Planning, Construction, and Management; GWorld; Transportation and Fleet Services and Events and Venues to better and more strategically support GW now and into the future. Given the many close connections and strong working relationships among these areas, this organizational structure streamlines university services, increases shared insights and collaboration, and optimizes GW resources.
GW Police Department aims to provide a safe and secure campus for all members of the university community through best-in-class technological and physical infrastructure, proactive assessment and analysis, and a caring team of professionals dedicated to upholding the university’s values with the highest degree of conscientiousness.
Reporting to the Administrative Captain, the SOC Manager serves as the primary manager for the Security Operations Center and is also an integral part of the leadership team that manages all public safety functions for the University. Under the general direction of the Administrative Captain the SOC Manager manages Contract Security Management; GWPD Communication system which includes the Dispatch Branch and the SOC Coordinator. This position oversees the overall deployment planning, incident and crisis issues, supervisory and line training and scheduling. This position plays a vital role also in recruitment and hiring, and developing goals for ongoing guidance, and training in supervision, leadership, personnel evaluation, and tactical response. Plans, organizes, and directs activities of the operational areas(s). This is a management position at the university that, in addition to leading a work unit, leads and supervises staff directly, makes hiring recommendations, provides coaching, training and mentoring, manages performance and determines future staffing needs.

This position is designated as Essential Onsite which means this positions perform essential core safety and operational functions and typically need to be on campus even when access to campus is restricted. (For example: these employees reported to work daily throughout the pandemic – lab personnel, EHS staff, police officers, facilities staff among.)
Minimum Qualifications
Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 6 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study plus 4 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Responsibilities Include
- Proactively manage the GWPD physical security infrastructure, including CCTV monitoring, campus alert systems, Computer-Aided Dispatch ( CAD ) Software and the like; ensuring the department’s infrastructure reflects the most up-to-date practices and equipment.
- Providing strategic leadership, vision, oversight and management for all contract services, dispatch employees and SOC Coordinator. Developing an annual strategic plan and overseeing the implementation of the objectives of such plan.
- Along with the 3rd Party Contract Manager, responsible for the staffing, deployment, and operations of all contract security personnel at the Foggy Bottom, Mount Vernon, and Virginia Science & Technology Campus
- Responsible for the leadership and management, including performance management of the Dispatch Branch and the SOC Coordinator.
- Develops policies, guidelines, schedules and work procedures;
- Reviews, makes recommendations for, and coordinates purchases of equipment and supplies;
- Oversees Computer Aided Dispatch ( CAD ), ARMER radio, 611 phone system, and other communications databases and systems;
- Provides ongoing training, coaching, and mentoring and conducts timely formal reviews of performance;
- Sets goals and objectives for others to work toward and monitors performance.
- Provides direction on day-to-day operations of the SOC , ensures all activities are completed,
- Manages and establishes adequate staffing for each shift and plans appropriately for staffing shortage.
- Guides and directs Dispatchers in answering emergency and non-emergency calls, monitoring and dispatching appropriate resources, and maintaining all relevant records.
- Maintains records and databases updated and in accordance with university and local laws.
- Ensures that relevant data, practices, policies, and procedures are followed.
- Monitors and works with internal and external resources to resolve technical problems in a timely manner and assure proper maintenance is completed.
- Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
- Resolves outside inquiries, complaints, and requests in a timely and professional manner.
- Maintains professional competence and stays abreast of trends and innovations.
- Attends training, conferences and meetings and reviews relevant literature.

- Successful completion of a physical, drug screen and mental examination, which has been approved by the George Washington University Police Department.
- Successful completion of Association of Public-Safety Communications Officials ( APCO ) Emergency Medical Dispatch ( EMD ) and Communications Center Supervisor ( CSC ) trainings within the first 120 days of employment.
- Must be available to work rotating shifts.
- The ability to perform work requiring a high degree of concentration and judgment in fast-paced, emergency situations;
- Supervisory experience in leading teams of 10 – 20 personnel and demonstrated success in accomplishing organizational goals/objectives;
- The ability to work independently to prioritize work requests as well as establishing and maintaining effective working relationships with superior and subordinate personnel;
- The ability to provide leadership to and motivate employees;
- Knowledge of and ability to operate dispatch systems including computer aided dispatch ( CAD ) software, emergency phone systems, dispatch radio consoles, records management systems, standard office software, and other computerized systems and databases;
- The ability to communicate tactfully and courteously with the community;
- Verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences and draft reports and communications, and reading comprehension skills sufficient to read, understand and interpret varied work-related materials;
- Knowledge of data practices laws and ability to maintain highest confidentiality when dealing with sensitive or private information;
- Interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships.
