Job Summary:

The Licensing Specialist manages Inogen's Licensing Portfolio, identifying any operational obligations necessary to maintain good standing per state, and works closely with Inogen teams to administer related procedural updates.

Primary responsibilities include preparing Compliance reviews per insurance carrier to support patient onboarding efforts, identifying applicable program licenses and their regulatory impacts to maintain operations, and facilitating continuous process improvements across service teams that align with all Federal and State regulations.


Responsibilities (Specific tasks, duties, essential functions of the job)

Licensing Specialist I:

Responsibilities:

  • Establish proper onboarding requirements for patients transitioning to service based on state license requirements, statutes and laws surrounding oxygen and respiratory care.
  • Responsible for supporting external requests including fulfilling requests for company records, licenses, and corporate insurances.

Auditing:

  • Investigates state-specific regulations in order to understand business impacts and initiating/ coordinating changes as required across affected departments in order to maintain/ support company operations.
  • Review internal policies created to adhere to all federal and state laws, regs for any updates and changes required based on updates and/or changes made to federal and state laws, regs etc. at least annually.

Licensing:

  • Manages Inogen's Licensing Portfolio across all facilities and update licenses.
  • Responsible for timely licensure renewal, tracking expiration dates, and ensuring any new license is obtained.
  • Responsible for maintaining and updating documentation of applications and licenses within their appropriate file locations.
  • Assist with provider enrollment activities and other special projects as requested for CMS participation including but not limited to PDAC, PECOS, A&I etc. with supervision.


Licensing Specialist II:

In addition to items listed for Licensing Specialist I, Licensing Specialist II is also responsible for the following:

Responsibilities:

  • Identifies opportunities to improve processes and procedures; Updates SOP’s, work instructions and forms to ensure they are in compliance with Medicare, Medicaid and State Boards.
  • Responsible for mentoring and training level I staff members on Inogen’s licensing processes.

Auditing:

  • Responsible for supporting external audit activities, including on-site evaluations by state licensing boards, accreditations, and others.

Licensing:

  • DMEPOS/MFG/DIST licensure Mastery. This position is required to navigate and master the licensing process for the whole United States. Each state has its uniqueness, you’ll be the expert on all state requirements.
  • Ensures that all pertinent licenses, registrations, and certifications to support operations are identified, obtained, and maintained, including the distribution of change notices and/or compliance filings/ submissions.
  • Assist with provider enrollment activities and other special projects as requested for CMS participation including but not limited to PDAC, PECOS, A&I etc. with minimal supervision.

Insurance Recredentialing:

  • This position is responsible for managing Medicare, State Medicaid, and Commercial Insurances recredentialing, whether online through a portal or hardcopy documents.
  • Support Payor Manager with credentialing on an as needed basis.

Competitive Bidding:

  • Member of Competitive Bidding team and is responsible for forms, licensing, surety bonds and other duties assigned.


Knowledge, Skills, and Abilities

  • Experience with Licensing in DMEPOS/MFG/Dist.
  • Maintain regular and punctual attendance.
  • Comply with all company policies and procedures.
  • Assist with any other duties as assigned.
  • Experience with Insurance credentialing and/or recredentialing.
  • Experience with Medicare DMEPOS billing.
  • Experience with performing Compliance audits.
  • Detail-oriented with attention to process improvement.
  • Must have strong work ethic.
  • Excellent oral and written communication skills required.
  • Excellent record keeping and documentation practices.

Qualifications (Experience and Education)

Level I

Licensing Specialist I

  • Operates at a task level.
  • Limited cross-functional responsibilities.
  • Moderate supervision required.
  • Bachelor’s preferred.
  • 1-2 years of healthcare state licensing experience, required; HME industry experience highly preferred.
  • 1-2 years of Medicaid credentialing, highly preferred.
  • A combination of training, education and experience that is equivalent to the qualifications listed above and that provides the required knowledge, skills, and abilities.


Level II

Licensing Specialist II

  • Operates at a task + project level for select projects which are specifically assigned to them.
  • Able to execute tasks and project level work independently.
  • Minimal supervision required.
  • Proven experience in mentoring/training level one staff members.
  • Bachelor’s, required.
  • 3+ years of HME/licensing experience, required.
  • 3+ years of Medicaid credentialing experience, required.
  • A combination of training, education and experience that is equivalent to the qualifications listed above and that provides the required knowledge, skills, and abilities.
